The son of a police officer, the thirty-four year old Hinkle had previously served as his hometown's first motorcycle cop, a Detroit Police Department Detective, an Indiana Reformatory guard, and an Indiana University Police Officer. He took an indefinite leave of absence from his job as the Lieutenant of the Indiana State Police Department's Bedford Post to assume command of the Excise Police.
