- Retail Tobacco Sales Certificate Application (online)
- Instructions: If renewing online, login to the MyLicense one service, linked above. If you do not have an account, create one. Once logged on, if the permit is not yet linked to your account, scroll to the bottom and click “Don’t see your license? Click here to search for it?”. Enter the permit number and registration code listed on your renewal notice, leave date of birth and SSN blank, and click “Find License”. Once the permit is linked, click the three dots under the actions column for the Tobacco Master permit on the renewal notice you would have received, and click “Renew License” and proceed through the online renewal. Renewal notices are emailed to the email address on file for the permit, or if no email is on file, the mailing address.
- Instructions: To apply for a new permit, click on the link above to apply for this permit type. Once logged in, select "Initial Application" at the top of the page. Select "Tobacco" as the profession, then select "Retail Tobacco Certificate", and then follow the remaining prompts.
- Retail Tobacco Sales Certificate Application (paper)

- Instructions: To apply for a new permit, click on the link above to apply for this permit type. Once logged in, select "Initial Application" at the top of the page. Select "Tobacco" as the profession, then select "Wholesale Tobacco Certificate", and then follow the remaining prompts. This application type may only be submitted online.
- E-Liquid Manufacturing Permit Application (online ONLY)
- Instructions: To apply for a new permit, click on the link above to apply for this permit type. Once logged in, select "Initial Application" at the top of the page. Select "Tobacco" as the profession, then select "E-Liquid Manufacturing Permit", and then follow the remaining prompts. This application type may only be submitted online.

NOTE: Effective July 1, 2023, a tobacco sales certificate is now required in order to sell tobaccoless nicotine products that have not been approved by the federal Food and Drug Administration for tobacco cessation, including products such as Zyn, On!, and Velo. If you already hold a tobacco sales certificate for a retail establishment, these products are covered under your existing certificate.
