New or current residents, wishing to open utility services at a new location in Andrews, must fill out a Utility Application/ Meter Deposit Form at the Town Hall, 66 N. Main Street. Deposit for deeded owners is $100.00. Deposit for renters/land contract purchase is $150.00. Payment option is cash, check or credit/debit card.
All Utility Bill payments are mailed by the 1st of each month and due in full by the 15th to avoid late fees. Your payment may be brought into the Clerk’s Office between 8:30 and 4:00 Monday through Thursday or mailed to the Town of Andrews at PO Box 386, Andrews, IN 46702. In addition, a drop box is available on the North side of the Municipal Building next to the Drive-up window.
Your service may be disconnected for any utility bill not paid in full by the 25th of each month. Your service will not be turned back on until the past due amount, plus a $50.00 reconnection fee, is paid in full. Hydrant Flushing
Hydrant flushing is the process of cleaning or “scouring” the interior of water distribution mains (pipes) by sending a rapid flow of water through the mains. Hydrant flushing also tests the hydrants to make sure adequate flow and pressure is available.
Occasionally, water becomes discolored after hydrant flushing. If this happens, run your cold water tap for a few minutes until the water clears. If it doesn’t clear the first time, wait a few minutes and run the water again. You should avoid washing clothes until the water clears. Afterwards, if you notice a change in water flow, it may be necessary to clean your sink faucet screen of trapped sediment.
The brown or discolored water, caused by rust or sediment build-up, is not harmful to use or drink according to the United States Environmental Protection Agency. Ingesting rust from a water source does not present adverse health effects.

Important Information for Andrews Wastewater Customers
We are seeing the following items being flushed into our system:
- Rags
- Disposable diapers, diaper liners, baby wipes
- Q-tips
- Grease
- Candy wrappers
- Bottle caps
- Cigarette butts
- Toothpicks
- Tampons
- Applicators
- Condoms
- Syringes
The above items should not be flushed into any sanitary sewer system, even though the manufacturer may say their product is “sewer and septic safe” on the box. These items must be removed at some point. We ask for your help in keeping these items out of our system, which in turn will cut down on costly repair bills, down time, and possible failure of lift stations or clogged sewers belonging to the town (or possibly your own sewer line).

An $11.75 trash fee is added to your Utility Bill each month.
Trash pickup is very early Friday mornings. Drivers may start their routes as early as 1:00 AM. Please set out your trash the night before so you won’t be missed. Below are a few guidelines from H&H. Give them a call if you have any questions.
- Bag all trash before putting in cans.
- Bags must be 35 lbs. or under in weight.
- Overstuffed bags that rip apart will be left.
- No yard waste. This should be taken to the Town Compost Pile at the end of Terrel St.
- No hazardous materials or liquid paint.
- No concrete, dirt, or gravel.
- No metal or large appliances.
- Carpet must be cut into squares, bundled or bagged and not exceed 35 pounds.
- If animals tear up your trash, H&H will not pick up your scattered trash.
- Contact H&H Disposal to make arrangements and payment on large item pickups.
