Housing Authorities

  • Overview

    Housing authorities exist for the public purpose detailed in IC 36-7-18-2 which is: "The clearance, replanning, and reconstruction of the areas in which unsanitary or unsafe housing conditions exist and the providing of safe and sanitary dwelling accommodations for persons of low income are public uses and purposes for which public money may be spent and private property may be acquired." Many obtain federal awards from the U.S. Department of Housing and Urban Development (HUD) to aid in accomplishing this public purpose.

    The responsibility of periodic audits of housing authorities is given to the State Board of Accounts by IC 36-7-18-37 and the engagement of private examiners to perform these periodic audits is allowed by IC 5-11-1-7. Guidelines for Audit of State and Local Governments by Authorized Independent Public Accountants details the contract approval process, auditing standards, reporting, and notification requirements. The Private Examiner Director reviews and approves audit contracts, engagement letters, or their equivalents between housing authorities and independent public accountants chosen by the housing authorities to perform the audit. The completed reports are filed in the audit report database when they meet the requirements.

  • Corrective Action Plan (CAP) - Repeat Findings

    Effective July 1, 2017, IC 5-11-5-1.5 (House Bill 1031) went into effect that requires entities audited by the SBOA to submit a Corrective Action Plan for any noncompliance issues that have been repeated from prior reports.
