Plumbing Licensing Information

Application Instructions

  • General Information

    The Fair Information Practice Act:  In compliance with Ind. Code 4-1-6, this agency is notifying you that you must provide the requested information, or your application will not be processed. You have the right to challenge, correct, or explain information maintained by this agency. The information you provide will become public record. Your examination scores and grade transcripts are confidential except in circumstances where their release is required by law, in which case you will be notified.

    Mandatory Disclosure of U.S. Social Security Number: Your social security number is being requested by this state agency in accordance with Ind. Code 4-1-8-1 and 25-1-5- 11(a). Disclosure is mandatory, and this record cannot be processed without it. Failure to disclose your U.S. social security number will result in the denial of your application. Application fees are not refundable.

    Abandon Applications:  If an applicant does not submit all requirements within one (1) year after the date on which the application is filed, the application for licensure is abandoned without any action of the Board. An application submitted after an abandoned application shall be treated as a new application.

  • Plumbing Apprentice

    Submit the following with your online application:

    1. Application fee of $10.00: Pay by credit or debit card. All application fees are nonrefundable.
    2. Age Requirement: Must be at lest 17 years old.
    3. Approved Apprenticeship Program Sponsor Certification: Please have this form completed by an approved school sponsor with a signature and license number of the program and the supervising Journeyman Plumber or Plumbing Contractor name and license number.
    4. Positive Response Documentation: If you answer "Yes" to any questions on the application, explain fully in a statement that includes all details. Include the violation, location, date, cause number, and disposition. Submit copies of court documents for each instance to support the statement.
  • Journeyman Plumber

    If applying through an Indiana Plumbing Commission Approved Apprenticeship School

    Submit the following with your online application:

    1. Application Fee of $30.00: Pay by credit or debit card. All application fees are nonrefundable.
    2. Age Requirement: Must be at least 18 years old.
    3. Plumbing Apprenticeship Certificate of Completion: Approved apprenticeship school section of the form completed with sponsor signature.
    4. Positive Response Documentation: If you answer "Yes" to any questions on the application, explain fully in a statement that includes all details. Include the violation, location, date, cause number, and disposition. Submit copies of court documents for each instance to support the statement.

    If applying through Plumbing Trade (requires current out-of-state plumbing license)

    Submit the following with your online application:

    1. Application Fee of $30.00: Pay by credit or debit card. All application fees are nonrefundable
    2. Age Requirement: Must be at least 18 years old
    3. Experience in Plumbing Trade: Out-of-State Licensed Plumber Section of the form completed by current/active plumbing license showing four (4) years of Experience in Plumbing Trade. The applicant's employer must submit an Affidavit of Experience in Plumbing Trade (signature required).
    4. Positive Response Documentation: If you answer "Yes" to any questions on the application, explain fully in a statement that includes all details. Include the violation, location, date, cause number, and disposition. Submit copies of court documents for each instance to support the statement.

    Examination Information

    Candidates must have their application for examination reviewed and approved for eligibility by the Plumbing Commission before the candidate may register for the examination. Applicants may register for the examination on the PROV webpage: www.provexam.com.

  • Plumbing Contractor

    If applying through an Indiana Plumbing Commission Approved Apprenticeship School

    Submit the following with your online application:

    1. Application Fee of $50.00: Pay by credit or debit card. All application fees are nonrefundable.
    2. Age Requirement: Must be at least 18 years old.
    3. Plumbing Apprenticeship Certificate of Completion: Approved apprenticeship school section of the form completed with sponsor signature.
    4. Positive Response Documentation: If you answer "Yes" to any questions on the application, explain fully in a statement that includes all details. Include the violation, location, date, cause number, and disposition. Submit copies of court documents for each instance to support the statement.

    If applying through Plumbing Trade (requires current out-of-state plumbing license)

    4. If Applicant Does Not Have a License in Another State - The applicant's employer must submit an Affidavit of Experience in Plumbing Trade (signature required)

Include the violation, location, date, cause number, and disposition. Submit copies of court documents for each instance to support the statement.

    If applying through a Plumbing Business

    **DO NOT COMPLETE “EMPLOYER AFFIDAVIT OF EXPERIENCE IN PLUMBING TRADE” IF YOU ARE APPLYING THROUGH A BUSINESS**

    Submit the following with your online application:

    1. Application Fee of $50.00: Pay by credit or debit card. All application fees are nonrefundable
    2. Age Requirement: Must be at least 18 years old
    3. Experience in Plumbing Business: Non-licensed and nonregistered individuals must complete Section 4 – Experience in a Plumbing Business of the form.  The same information will be requested during the online process.
    4. Letter from Employer on Company Letterhead/Stationary: include job duties and dates of employment.
    5. Positive Response Documentation: If you answer "Yes" to any questions on the application, explain fully in a statement that includes all details. Include the violation, location, date, cause number, and disposition. Submit copies of court documents for each instance to support the statement.

    Examination Information

    Candidates must have their application for examination reviewed and approved for eligibility by the Plumbing Commission before the candidate may register for the examination. Applicants may register for the examination on the PROV webpage: www.provexam.com.

  • Temporary Plumbing Contractor

    IC 25-28.5-1-18.5 Temporary Plumbing Contractor's License; Issuance

    Sec. 18.5. Notwithstanding section 12 of this chapter, the commission may issue a temporary plumbing contractor's license to an applicant who has an ownership interest in or is an officer of a contracting business if the plumbing contractor licensee operating the business has died or is physically or mentally unable to operate the business. The commission may issue the license for the period needed to dispose of the contracting business or to otherwise meet the emergency giving rise to the need for the license. However, a temporary contractor's license may not be issued for a period, including all renewals, exceeding two (2) years.

    Pursuant to 860 IAC 1-1-8, a temporary plumbing contractor license authorized by the abovementioned statute shall be for six (6) month increments.

    Submit the following with your online application:

    1. Application Fee of $25.00: Pay by credit or debit card. All application fees are nonrefundable
    2. Age Requirement: Must be at least 18 years old
    3. Proof of Impairment/Death: Must provide proof of current plumbing contractor licensee operating the business that has died or is physically or mentally unable to operate the business.
    4. Employment Verification: Current or future employer must submit a letter confirming employment.
    5. Personal Appearance: A personal appearance may be required pursuant to 860 IAC 1-1-8(d): No temporary license will be issued to any applicant who fails to first appear before the commission or the executive director of the Indiana professional licensing agency to request the same.
  • Corporate Plumbing Business

    To qualify for a Corporate Plumbing Contractor License you must be licensed as a Plumbing Contractor in the State of Indiana

    A corporation engaged in the business of a plumbing contractor must be licensed as a plumbing contractor and must file with the commission an application signed by the applicant, or the applicant's duly authorized officer or officers. A business that provides plumbing services and is required to file a certificate of assumed business name under IC 23-0.5-3-4 must register the name, address, and telephone number of the business with the commission.

    Submit the following with your online application:

    1. Application Fee of $50.00: Pay by credit or debit card. All application fees are nonrefundable
    2. Certificate of Assumed Business Name:  You will receive from the Secretary of State.
  • Plumbing Apprenticeship School

    Submit the following with your online application:

    1. Proof of the accreditation: 860 IAC 2-1-1 (2)A program accredited either by the Bureau of Apprenticeship and Training, a division of the United States Department of Labor, or by some other certifying organization with similar criteria for instruction in plumbing.
    2. Apprenticeship program's curriculum, which must include: Subjects taught, and hours spent teaching each subject.
    3. Provide the address of the apprenticeship program facility, phone number, and the name of a contact person.
    4. Practical Exam: Pursuant to 860 IAC 2-1-7.1 must include:
      1. (a) Apprenticeship schools shall give each student within the first four (4) years of apprenticeship program an examination that shall test the student's practical knowledge of the curriculum studied. A student shall not be considered to have completed a four (4) year apprenticeship program without having passed this examination.
      2. (b) The practical section of the examination shall include three (3) parts known as the following:
        • (1) The copper pipe assembly project.
        • (2) The cast iron assembly project.
        • (3) The plastic pipe assembly project.
      3. (c) In order to pass the practical section of the examination, an individual must obtain scores of at least seventy percent (70%) on all of the following:
        • (1) The copper pipe assembly project.
        • (2) The cast iron assembly project.
        • (3) The plastic pipe assembly project.
      4. (d) The apprenticeship school shall allow each student at least seven (7) attempts to pass the practical examination.
      5. (e) The commission may monitor the administration of the final practical examination:
        • (1) as a result of a complaint received;
        • (2) for random sampling; or
        • (3) to collect data.

Renewal Instructions

  • Renewal Information

    Renewal notices are sent approximately ninety (90) days prior to the expiration date. License holders with valid email addresses on file will be emailed the renewal notice. Those who do not have valid email addresses on file will be mailed the renewal notice; this notice is mailed to the address of record with the Commission. The Commission has no way of knowing whether or not a notice reaches its destination; therefore, when a notice has been mailed to a valid email address or mailed, the duty of the Commission has been performed.

    Plumbing Apprentice

    Plumbing Apprentice Licenses expire October 1st of  every even year and the renewal fee is $10.00.  Additionally, Apprentices must confirm they are still enrolled in their Indiana Approved Apprenticeship Program.

    Journeyman Plumber

    Journeyman Plumber licenses expire December 31st of every odd year and the renewal fee is $30.00.

    Plumbing Contractor

    Plumbing Contractor licenses expire December 31st of every odd year and the renewal fee is $100.00.

    Plumbing Corporation

    Plumbing Corporation licenses expire December 31st of every odd year and the renewal fee is $100.00. Additionally, Corporations must confirm and indicate the responsible licensed Plumbing Contractor on file with their license in order to renew.

    Plumbing Apprenticeship Program

    Plumbing Apprenticeship Programs expire July 31st annually. Additionally, if the curriculum, training materials, or experiential requirements changed or have been updated since your last renewal, you must upload that documentation at the time of submission.

  • Reinstatement Information

    Expired Three (3) Years or more

    If your license has been expired for three or more years, you must reinstate your license to practice.  Please submit your reinstatement online with the additional documentation:

    • Payment of the current renewal fee and current initial application fee.  See Fee Schedule for specific fees.
    • Documentation to Upload:
      • Letter of work history or resume detailing any work since your license has expired
      • You will be required to make a personal appearance before the Commission.

    Plumbing Corporation and Plumbing Apprenticeship Programs Expired Three (3) Years or more

    If your facility has been expired for three or more years, you may now reinstate online.  In order to do this, you must have your license number and Registration Code.  If you need your registration code, contact PLA at 317-232-2960 for the Call Center or email pla14@pla.in.gov.

Fee Schedule

License Issuance Fees will be determined based upon the year that the license is issued and is NOT based upon the year the application was received.
Example: An application that has been received in December 2019 may be issued in January 2020, which will require an even-year issuance fee.

  • FAQs

    Question: How do you become an apprentice?
    Answer: You must be registered in an approved program and be 17 years or older to qualify as an apprentice.

    Question: How do you become a journeyman?
    Answer: You must have at least four years in an apprenticeship program or be a licensed plumber in another state to qualify as a journeyman in Indiana.

    Question: How do you become a contractor?
    Answer: You must have four years in an apprenticeship program, be licensed plumber another state or four years in the plumbing business under the direction of a licensed plumbing contractor.

    Question: What section of the application must be completed for a journeyman to be a plumbing contractor?
    Answer: All of page 1 and page 3 starting with the Personal Background section if the applicant completed an apprenticeship program.  If the applicant is licensed in another state you will need to complete the applicant information on page 1.  All of page 2 except the section "Experience in a Plumbing Business" and page 3 starting with the Personal Background section

    Question: How many times can you take a test?
    Answer: You can take the test seven times within a two-year period. To reschedule an exam you will have to contact ICC, the exam administrator.

    Question: What expiration date do you use for a two year period?
    Answer: The date is based on your first scheduled date to take the exam.

    Question: Does reciprocity exist for journeyman and contractor plumbers?
    Answer: Reciprocity is not available for journeyman and contractor plumbers. Instead, you must present an application and pay the fee. Then the application goes before the board. If board approved you must take the exam and pass.

    Question: Can you appeal if your application was denied?
    Answer: Yes, you may either reapply or appeal with a petition within 18 days of the date of the denial letter. If you petition after 18 days it well be considered untimely.

    Question: I did not show up for the exam due to bad weather. Can I reschedule for the next exam and transfer my fee?
    Answer: All fees are non refundable and nontransferable. To reschedule an exam you will have to contact ICC, the exam administrator.

    Question: I am unable to obtain an employer affidavit from the employer. How can I verify employment?
    Answer: If you are unable to obtain an employer affidavit from you employer, you may submit an affidavit explaining the reason why or W2's.

    Question: May I work as a plumber without a license?
    Answer: It is unlawful to act in the capacity of a plumbing contractor or journeyman plumber without a license.
