NIPSCO Electric Rate Case (2018/2019)

UPDATE (12/5/19): An IURC order was issued on December 4, 2019.

Northern Indiana Public Service Company (NIPSCO) is seeking an electric base rate increase in IURC Cause No. 45159.

All hearings in this case have concluded. Formal parties including the OUCC have filed written closing arguments (briefs and proposed orders).

The OUCC and a number of additional parties have reached a settlement agreement on some, but not all, of the case's issues, including monthly customer charges (reducing the residential charge from $14.00 to $13.50) and the utility's overall revenue requirement (allowing a 3.25% system-wide increase rather than the utility's 7.77% request).

Testimony from the settling parties was filed on May 17, 2019, under the Commission's May 10 docket entry.

OUCC settlement testimony:

A second, separate settlement agreement between NIPSCO and industrial customers addresses cost allocations within the industrial class of customers. The OUCC is not a party to this second agreement and filed testimony on June 17, 2019.

The IURC's evidentiary hearing in this case is scheduled to start on July 25, 2019. The hearing date was changed in a May 31, 2019 docket entry.

The OUCC issued news releases on January 16, 2019 and February 25, 2019 to invite consumer comments, and a February 14, 2019 news release summarizing the agency's testimony.

An IURC field hearing was held on March 11, 2019 in Hammond. Previous field hearings were scheduled for late January but were canceled due to extreme weather.
