Stellar Pathways Projects
City of Greendale
Ridge Avenue Streetscape
- This project will significantly enhance the streetscape along Ridge Avenue, aligning with Greendale's 2019 Comprehensive Plan and the 2023 Main Street Preservation and Development Plan. Key improvements include upgraded downtown streetscapes, widened sidewalks, decorative street lights, street trees, bump-outs and delineated on-street parking to boost aesthetics and functionality. These enhancements aim to create a walkable, attractive destination supporting local businesses and fostering community growth.
Town of Dillsboro
North Street Streetscape and Public Park/Plaza
- The reimagining of North Street with pedestrian-friendly enhancements, crosswalks and streetscaping will revitalize Dillsboro’s Historic District. This initiative, aligning with Dillsboro’s Downtown Revitalization Plan and Bicycle and Pedestrian Plan, aims to create a more walkable, vibrant
downtown that supports local businesses and outdoor retail. The project will enhance accessibility and aesthetics, improving the overall experience for residents and visitors. Key elements include expanded curbs and sidewalks, new street trees with decorative grates, decorative street lights, bump-outs and district markers highlighting the area’s historic significance.
Community-Wide Sidewalk Project to Implement Bike-Pedestrian Plan
- This project aims to enhance pedestrian safety and connectivity in Dillsboro by implementing key recommendations from the 2023 Bicycle and Pedestrian Master Plan. The scope includes site preparation, new sidewalks and intersection improvements with upgraded crosswalks and ADA-compliant ramps. These upgrades will provide safer routes for residents and visitors, promoting greater mobility and fostering community.
Community of Bright
Bright Meadows Park Improvements
- This project is part of the larger Dearborn County Parks initiative, which supports reinvestment across the County’s five parks. It aligns with the ongoing Dearborn County Parks Master Plan. At Bright Meadows Park, the project includes widening the walking trail, extending it into the southern portion of the park, installing new playground facilities, constructing pickleball courts and building an amphitheater for community events. These updates ensure Bright Meadows Park remains vibrant and inviting for residents.
Lifetime Housing Group - North Dearborn Village Senior Apartments Expansion
- The North Dearborn Village Apartments currently offers 80 one- and two-bedroom units, providing affordable, independent living housing for individuals aged 55 and older. Developed by LifeTime Housing Group, a non-profit dedicated to ensuring safe and affordable housing, the community opened in 1998 with 54 units, with an additional 26 units added in 2002. North Dearborn Village consistently has a waiting list exceeding 80 individuals. LifeTime Housing Group has received a generous donation of an adjacent 1.34 acres of land, which will be used to expand the property with an additional 16 senior independent living units. These new units will be modeled after the existing ones on the south side of the campus.
Dearborn County
Renter-Occupied Infill Housing Program
- Stellar Pathways funding will kickstart an infill housing program in Dearborn County, targeting Dillsboro, Greendale and Bright. The initial phase will create 15 senior rental units, addressing blight, increasing property values and enhancing seniors’ quality of life. This program aims to expand countywide to tackle broader housing shortages. An alliance between the Southeastern Indiana Community Preservation and Development Corporation and LifeTime Resources has been formed, formalized through a memorandum of understanding.
SICPDC will handle site acquisition and construction, while LifeTime Resources will manage operations and maintenance. This collaboration will elevate property values, reduce blight and strengthen community engagement, with plans to expand beyond Stellar Pathways to support both owner-occupied and rental housing countywide.
LifeTime Resources - Health Worker Program
- LifeTime Resources is implementing a Community Health Worker initiative to address Social Determinants of Health among vulnerable populations within the service area. The goal is to identify individuals needing support through the Aging and Disability Resource Center and connect them to local resources. Certified Community Health Workers will conduct personalized discussions in homes, provide tailored resource navigation, and ensure follow-up. Community Health Workers, as trusted community members, serve as liaisons between social services and the community, enhancing service delivery's quality and cultural competence. This program aims to increase resource connections by 15% and ensure at least 80% of participants receive follow-up calls. These efforts will boost awareness and access to community resources for those in need of SDOH-related assistance.
