Backup Maintenance and Supplemental Power Rate Review

Indiana Code 8-1-2.4-4(h) was added by SEA 309, effective July 1, 2017, and requires the Commission to:

  1. review the backup, maintenance, and supplemental power rates;
  2. identify the extent to which the rates are cost based, nondiscriminatory, and do not result in the subsidization of costs within or among customer classes; and
  3. report the Commission’s findings to the Interim Study Committee on Energy, Utilities, and Telecommunications before November 1, 2018.  This new subsection expires on November 2, 2018.

In GAO 2017-3 (see link below), the Commission has delegated this authority to Commission staff to perform these review, identification, and reporting requirements through an open, transparent, process, in which interested stakeholders may submit information and written comments to Commission staff.
