Anthony Swinger was appointed to the Commission on Jan. 12, 2026, and named Chairman on June 22, 2026, by Governor Mike Braun.
Prior to his appointment, Chairman Swinger spent 25 years with the Indiana Office of Utility Consumer Counselor (OUCC). From 2022 until early 2026, he served as the OUCC’s Executive Director of Technical Operations, overseeing the agency’s electric, external affairs, natural gas, and water/wastewater divisions.
Chairman Swinger is a member of the National Association of Regulatory Utility Commissioners (NARUC) where he serves on the Committee on Consumers and the Public Interest, and on the Committee on Gas.
Chairman Swinger holds bachelor’s and master’s degrees, respectively, from Southern Illinois University at Carbondale and the University of Illinois at Springfield. He and his family reside in Indianapolis.
