Traffic Incident Management Responder Training
Why is training needed?
Three injury crashes occur every minute in the United States, putting nearly 39,000 incident responders potentially in harm's way every day. Congestion from these incidents often generates secondary crashes, further increasing traveler delay and frustration. The longer incident responders remain at the scene, the greater the risk they, and the traveling public, face.
There is a need to provide Responders with Traffic Incident Management (TIM) training to clear traffic incidents in a safe, well-coordinated manner that also reduces congestion. A cadre of well-trained responders helps improve traffic incident response. Better incident response improves the safety of responders and drivers, reduces crashes that occur because of incident-related congestion, decreases traffic delays caused by incidents, and can cut incident response time.
Training Development:
In response to the need for need for trained responders the United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) has developed training. Through the second Strategic Highway Research Program (SHRP2), FHWA has facilitated the creation of a multidisciplinary Traffic Incident Management (TIM) Responder Training. The curriculum was developed by responder’s for responder’s and is based on best practices and standards of multiple responder disciplines.
The unique training for first responders promotes a shared understanding of the requirements for safe, quick clearance at traffic incident scenes; prompt, reliable and open communications; and motorist and responder safeguards. Governors, transportation leaders and incident response agencies across the country can save lives, time and money by promoting the full-scale deployment of the innovative TIM training program.
TIM training helps improve traffic incident response. Better incident response improves the safety of responders and drivers, reduces crashes that occur because of incident-related congestion, decreases traffic delays caused by incidents, and can cut incident response time in half.
Training Plan:
The training plan is for “volunteer first responder instructors” to provide the 4-hour TIM Responder Training to first responders. The instructors will be educated through Train-the-Trainer (TtT) classes. Each state must recruit responder-instructors from local and state responder agencies or response companies, to volunteer to take the TtT class and become instructors.
The Train the Trainer instructor class is a day and a half 12-hour course. The TIM Responder TtT class is delivered through interactive lessons, case study analysis, tabletop role-play and scenario, and field practicum. The TtT is taught by master instructors certified by FHWA.
The 4-hour TIM Responder Training is delivered through classroom training with a tabletop role-play exercise. Participants ideally represent multi-responder disciplines. The classes are taught by responder training instructors that have taken the TtT.
Indiana Training Plan:
In Indiana the Indiana Traffic incident Management Effort (IN-TIME) partnership facilitates the TIM Responder Training. IN-TIME is recruiting responder-instructors from local and state responder agencies or response companies, to volunteer to become instructors. Additional instructors are needed to get the training out to as many responders as possible.
- TtT Participants should be willing to “Champion” TIM and commit to instruct a minimum of four 4-hour training sessions a year.
- TtT participants should also have taken the 4-hour TIM Responder Training and have previous experience training or public speaking.
