Jon McDonald, Chief Deputy Inspector General, Enforcement
Jon McDonald serves as the Chief Deputy Inspector General for Enforcement. In this role Jon oversees all legal matters related to Office of Inspector General enforcement actions regarding violations of the Indiana Code of Ethics and criminal statutes within the executive branch of Indiana State Government. Jon leads enforcement attorneys and collaborates closely with the Chief Deputy Inspector General for Investigations, managing both ethics and criminal enforcement actions. Before joining the Office of Inspector General, Jon spent 15 years as a deputy prosecutor in Boone and Marion County, and four years with the Indiana Criminal Justice Institute.
Rachael Ehlich, State Ethics Commission Director
Rachael Ehlich serves as State Ethics Commission Director. In this role, Rachael supports the State Ethics Commission and leads the Office of Inspector General's advisory and education functions. Rachael returned to the State in 2026 after spending time expanding her public service through roles in higher education. Before departing in 2024, Rachael spent a decade in state leadership including roles at Secretary of State and the Governor’s Office. Rachael obtained her law degree from Indiana University Robert H. McKinney School of Law and her undergraduate degree from Hanover College.
Teresa Henson, Director of Administration
Teresa Henson joined the Office of Inspector General in November 2024. Prior to joining the Office of Inspector General, Teresa worked with the Department of Child Services, the Office of Attorney General and the State Board of Accounts. Teresa has accumulated 40+ years of service in various positions serving the State of Indiana.
