Darrell Boehmer, Director of Investigations
Darrell Boehmer has served as the Director of Investigations for the Office of Inspector General since July of 2005 and has over 43 years of law enforcement experience. He began his law enforcement career as a trooper with the Indiana State Police in April of 1974 and later transferred to Special Investigations in 1985. He was promoted to District Investigative Squad Sergeant in 1996 and retired from the Indiana State Police in July of 2005. Darrell was then appointed as the Director of Investigations for the Indiana Office of Inspector General that same year.
Jennifer Cooper, State Ethics Director
Jen Cooper joined the Office of Inspector General as a staff attorney in May of 2012 and became the Ethics Director in April of 2015. Prior to joining the OIG, she served as a paralegal in the Monroe County Office of the Department of Child Services and as a volunteer attorney at the District 10 Pro Bono Project in Monroe County.
During her studies at Indiana University Robert H. McKinney Indiana School of Law, she served as an intern at the Marion County Prosecutor’s Office, a law clerk for the Office of Indiana Attorney General, an extern at the American Civil Liberties Union of Indiana, a research assistant, and a certified legal intern at the law school’s Civil Practice Clinic. She received recognition as a Gold Level (200+ hours) volunteer through the Pro Bono program upon graduation.
She grew up in Libertyville, Illinois and attended Loyola University Chicago before moving to Bloomington, Indiana, where she currently resides.
Tiffany Mulligan, Chief Legal Counsel
Tiffany Mulligan serves as the Chief Legal Counsel for the Office of Inspector General. She has over thirteen years of experience as an attorney, manager, and ethics officer with the State of Indiana in various roles. She spent the majority of this time with the Indiana Department of Transportation, serving as attorney, Ethics Officer and the Director of the Economic Opportunity and Prequalification Divisions. She also served as the Associate General Counsel for Governor Pence and General Counsel for the Family and Social Services Administration. Tiffany graduated magna cum laude from the Indiana University Robert H. McKinney School of Law in Indianapolis and cum laude from Miami University in Oxford, Ohio. Prior to law school, she served over five years on Capitol Hill as a legislative aide to Senator Richard Lugar and Congressman Mark Souder. She is a native Hoosier.
Cynthia Scruggs, Director of Administration
Cynthia “Cindy” Scruggs joined the Office of Inspector General in August of 2005 and has served as the Director of Administration for the office since March of 2012. Prior to coming to state government, Cindy worked in the Clay County Prosecutor’s Office. She has over 24 years of administrative experience in law enforcement offices and is a native Hoosier.
