About WIFIA
The Water Infrastructure Finance and Innovation Act of 2014 (WIFIA) established the WIFIA program, a federal credit program administered by EPA for eligible water and wastewater infrastructure projects.
To increase the funding capacity and further meet the goals of the State Revolving Fund Loan Program, the Indiana Finance Authority entered into a loan agreement with EPA on September 6, 2019, in an amount not to exceed $436,000,000.
The purpose of the Indiana WIFIA loan was to provide low-cost financial assistance to eligible borrowers to enable the construction of necessary and environmentally sound wastewater and drinking water infrastructure; facilitate compliance with state and federal standards; maintain a fiscally self-sufficient program as a continuing source of funding for such improvements.
The WIFIA loan proceeds were used to fund eligible projects in State Fiscal Years 2018 – 2023.
