Arsenic Remediation Grants

What is it?

The Arsenic Remediation Grant Program provides financial assistance in the way of grant dollars to eligible public water systems to help them achieve compliance with the Arsenic Rule (40 CFR 141.62(b)(16)). EPA set the new arsenic standard for drinking water at 10 ppb (parts per billion) to protect consumers against the effects of long-term, chronic exposure to arsenic in drinking water.

Who is eligible?

  • Municipalities, political subdivisions, privately-owned Community Water Systems and non-profit Noncommunity Water Systemes are eligible. Eligible entities are the same as those eligible for the Drinking Water State Revolving Fund (DWSRF) Loan Program assistance.
  • Eligible entities must serve less than 10,000 residents.

What projects are eligible for funding?

The following types of projects are eligible for assistance from the Arsenic Remediation Grant Program:

  • Construction of treatment facilities
    • Precipitative processes
    • Absorption processes
    • Ion Exchange processes
    • Membrane filtration
    • Point of Use devices (must be owned and maintained by system)
  • Planning & Design activities
  • System Consolidation
  • System Restructuring

How does a public water system apply?

  • Submit an Arsenic Remediation Grant Program application.
  • Follow state procurement law.
  • Submit copies of quotes / bids for all work (e.g. engineering, materials, and installation) to be considered for reimbursement by the program.
  • Obtain necessary permits.
  • Grant award amount based on quotes / bids; actual grant disbursement amount based on invoices.

What is the application deadline?

Application deadline is March 1, 2009. In addition, successful applicants must agree to complete construction of the project and submit all disbursement requests by October 1, 2009.
