Certify Your Business

The State of Indiana is aware that the Supplier Portal site is unavailable at this time.  We are working on an alternative solution. You will not be able to submit electronic MBE, WBE, and IVOSB applications, recertification applications, or Affidavits of Continued Eligibility at this time. Temporarily, the Division is accepting paper certification applications that can be mailed or hand-delivered to 402 W. Washington St., Room W462, Indianapolis, IN 46204. You can find the forms below by clicking on the respective tile.

As a certified minority, woman and veteran owned business, your company will:

  • Qualify for MBE/WBE/IVOSBs subcontracting opportunities on state contracts in Indiana, which provide for the attainment of business diversity goals
  • Receive notification of state business opportunities

  • Appear in the directory of certified firms
  • Qualify as an MBE/WBE/IVOSB for purchasing by casinos and state universities, as well as other public and private organizations

The Division of Supplier Diversity cannot accept applications missing the required additional documentation.

The sections of the application requiring additional documentation include:

  • Question 5A
  • Questions 8C and 8D (if applicable)
  • Question 9A
  • Questions 9B and 9C (if applicable)
  • Question 10, if listing different people than 9B and 9C
  • Question 13
  • Questions 14C and 14D (if applicable)
  • Question 15 (if applicable)
  • Question 16 (if applicable)
  • Pages 2-3 of the application packet give guidance about what is acceptable as documentation

Do not submit a new application if your company is up for recertification.

The Division of Supplier Diversity cannot accept recertification applications that do not have the required additional documentation.

Don't submit a new application if your company is up for ACE. Although certification is valid for a three-year period, businesses are required to submit an Affidavit of Continuing Eligibility (ACE) form annually with any changes affecting the following:

  • Change in location or contact information (address, phone number, e-mail address, etc.)
  • Change in services provided (amendment to certification)
  • Change in ownership
  • Change in control

Based on the outcome of the Governor’s Commission meeting held on January 12, 2009, the DSD office will only consider applications from out-of-state companies that are based in a state that recognizes Indiana certifications.

Although certification is valid for a three-year period, businesses are required to submit an  Affidavit of Continuing Eligibility (ACE) form annually. To request for classification code (UNSPSC) review and amendment, businesses must submit an Amendment Form.

The Division of Supplier Diversity has executed cooperative agreements with the Indiana Department of Transportation (INDOT), the City of Indianapolis Office of Minority and Women Business Development (OMWBD), and the Great Lakes Women's Business Council (Great Lakes WBC) wherein certifications from these organizations will be considered as recommendations toward the state's MBE/WBE/IVOSBs certification.

Qualifications for Certification

To qualify as a minority, women or veteran owned business, a firm must be 51 percent owned by qualifying minorities, women and veterans who:

  • Possess expertise in the field
  • Control the business enterprise
  • Are U.S. citizens

Qualifying minority groups include Blacks, Native Americans, Latino/Hispanics, Pacific Asians, and Subcontinent Asians.

UNSPSC Amendments

Certified minority, women and veteran-owned businesses with requests for classification code (UNSPSC) review and amendment, must submit an Amendment Form to the Division.
