Certify Your Business

IDOA DSD is transitioning from paper certification to electronic certification to better serve our MBE/WBE and IVOSB vendor community. The Electronic Certification Program will launch February 27, 2021 and the last day to submit a paper application is March 31, 2021.

IDOA DSD is transitioning from paper certification to electronic certification to better serve our MBE, WBE and IVOSB vendor community. The Electronic Certification system will launch February 27, 2021 and the last day to submit a paper application is March 31, 2021.

Hours of Operation:
8:00 a.m. - 5:00 p.m. Monday-Friday
(excluding state holidays)

Technical issues will be resolved during normal business hours.

Benefits of Being Certified

As a certified minority, woman and veteran owned business, your company will:

  • Qualify for MBE/WBE/IVOSBs subcontracting opportunities on state contracts in Indiana, which provide for the attainment of business diversity goals
  • Receive notification of state business opportunities
  • Receive access to training opportunities
  • Receive notice of upcoming events such as networking opportunities
  • Appear in the directory of certified firms
  • Qualify as an MBE/WBE/IVOSB for purchasing by casinos and state universities, as well as other public and private organizations

Certification Applications and Processes

New Certification (PDF)

The MBE, WBE and IVOSB electronic application platform will launch February 27, 2020. IDOA DSD will no longer be accepting paper applications following March 31, 2021. Recertification (PDF)

To recertify your business, please contact  IDOA DSD at mwbe@idoa.in.gov for a unique link to your application. After you receive your unique link, please reference the following guides:

Annual Updates (PDF)

Although certification is valid for a three-year period, businesses are required to submit an Affidavit of Continuing Eligibility (ACE) form annually with any changes affecting the following:

  • Change in location or contact information (address, phone number, e-mail address, etc.)
  • Change in services provided (amendment to certification)
  • Change in ownership
  • Change in control

To update your business changes, please contact  IDOA DSD at mwbe@idoa.in.gov for a unique link to your application and access to the ACE form.

Out-of-State Certification >>

Based on the outcome of the Governor’s Commission meeting held on January 12, 2009, the DSD office will only consider applications from out-of-state companies that are based in a state that recognizes Indiana certifications.

The Division of Supplier Diversity has executed cooperative agreements with the Indiana Department of Transportation (INDOT), wherein certifications from this organization will be considered as recommendations toward the state's MBE/WBE/IVOSBs certification.

Qualifications for Certification

To qualify as a minority, women or veteran owned business, a firm must be 51 percent owned by qualifying minorities, women and veterans who:

  • Possess expertise in the field
  • Control the business enterprise
  • Are U.S. citizens

Qualifying minority groups include Blacks, Native Americans, Latino/Hispanics, Pacific Asians, and Subcontinent Asians.

UNSPSC Amendments

Certified minority, women and veteran owned businesses with requests for classification code (UNSPSC) review and amendment, must submit an Amendment Form to the division.
