The Indiana Department of Administration, Division of Supplier Diversity has relaunched the Secured Supplier Portal and is only taking applications through the electronic application process. See below for more details.

What to know before applying for certification

Certification Applications and Processes

New Electronic Certification Instructional Links

Once you follow the steps below, the application tile will be available in your Access Indiana portal. Please click on these links prior to calling our office for help.

Electronic Recertification Instructional Links

Do not submit a new application if your company is up for recertification. Please call our office at 317-232-3061 or email at mwbe@idoa.in.gov for a unique link to be sent to you.

Electronic ACE Form Instructional Links

Do not submit a new application if your company needs to submit an Affidavit of Continued Eligibility (ACE) form. Please call our office at 317-232-3061 or email at mwbe@idoa.in.gov for a unique link to be sent to you.

Although certification is valid for a three-year period, businesses are required to submit an ACE form annually with any changes affecting the following:

  • Change in location or contact information (address, phone number, e-mail address, etc.)
  • Change in services provided (amendment to certification)
  • Change in ownership
  • Change in control

Based on the outcome of the Governor’s Commission meeting held on January 12, 2009, the DSD office will only consider applications from out-of-state companies that are based in a state that recognizes Indiana certifications.

Certified minority, women and veteran-owned businesses with requests for classification code (UNSPSC) review and amendment, must submit an Amendment Form to the Division.

The Division of Supplier Diversity has executed cooperative agreements with the Indiana Department of Transportation (INDOT), the City of Indianapolis Office of Minority and Women Business Development (OMWBD), and the Great Lakes Women's Business Council (Great Lakes WBC) wherein certifications from these organizations will be considered as recommendations toward the state's MBE/WBE/IVOSBs certification.

Qualifications for Certification 

To qualify as a minority, women or veteran owned business, a firm must be 51 percent owned by qualifying minorities, women and veterans who:

  • Possess expertise in the field
  • Control the business enterprise
  • Are U.S. citizens

Qualifying minority groups include Blacks, Native Americans, Latino/Hispanics, Pacific Asians, and Subcontinent Asians.
