Welcome to the Thoroughbred Breed Development Program!

Racing
Indiana Bred Thoroughbreds race in 26 elevated overnight races at Horseshoe Indianapolis, with guaranteed purses ranging from a minimum $100,000 to $250,000. The program awards nearly $21 million annually.

The 2023 approved racing program was created with input from our participants during Thoroughbred Breed Development Advisory Committee meetings.  These meetings are open to the public and streamed live on the Indiana Thoroughbred Breed Development Facebook page.

Breeder, Owner and Stallion Owner Awards
The breeder of a registered Indiana Bred which wins any race at Horseshoe Indianapolis earns 20% of the gross purse for all stake, allowance and claiming races, except when entered for a claiming price of less than $10,000.

The breeder of a registered Indiana Bred which wins a race in another state, Puerto Rico or Canada earns 10% of the winners share of the purse for any race, except when entered for a claiming price of less than $10,000.  Each out-of-state award is capped at $10,000.  You are eligible for an out-of-state award when there is no live Thoroughbred race meet in progress in Indiana (except for stakes races), and for 2-year-olds winning out of state prior to July 1 of race meet.

The owner or lessee of a registered Indiana Sire who's registered progeny have won any races at Horseshoe Indianapolis earns 10% of the gross purse for all stake, allowance and claiming races, except when entered for a claiming price of less than $10,000.

*All breeder and stallion awards will be paid directly to the winning breeder or stallion owner from the Indiana Thoroughbred Breed Development Program. Awards will not be paid through the purse account at the track.

Breeding
To register your horse as Indiana Bred, you must submit a mare and foal application to the Indiana Horse Racing Commission. Mares may be registered in one of two ways:

1. The mare must enter the state and submit an application by November 1 in the year prior to foaling and remain in the state until foaling.

or

2. The mare may enter the state or submit an application after November 1 of the year prior to foaling and remain in the state until foaling. The mare must be registered no later than 10 days after foaling and be bred back to an Indiana Sire. The mare and foal must remain in the state 30 days past foaling.

Mares must be registered each year they produce a foal.

The owner of any mare that is moved after registration must complete a Change of Residency form.

Registration for your Indiana Bred foal is not complete until you submit a foal application. Fees for foal applications are as follows:

  • foaling date to one year past foaling date: Free
  • 1 year + 1 day after foaling to end of yearling year: $200
  • 2 year old year: $400
  • 3 year olds and older: $1,000

If you need to confirm your horse's registration, you may do so by visiting the list of Indiana Bred foals.

Thoroughbred stallions must be registered by October 15 of the year prior to breeding to be an Indiana Sire. Returning stallions registered after November 1 incur a $250 late fee. Stallions must remain in the state from February 1 to July 1 and may not cover mares outside the state in the registered year.  Stallions must be registered prior to covering any mares. Stallion applications must be submitted each breeding year.

A list of Indiana farms that are open for foaling horses is provided as a courtesy.  The Indiana Horse Racing Commission does not officially endorse any facilities listed, and urges you to research to find the best fit for your horse.
