Background

  • Why DARTT?
    • The amount of data collaboration required from the State of Indiana in response to the COVID-19 pandemic highlighted the necessity for intra-agency data transparency, governance, access, and literacy. In addition, inter-agency improvements and partnerships were established during this unprecedented moment. These developments between people, processes, data, and technologies, should be harnessed and operationalized beyond the pandemic response.
    • As a result, State government, particularly the Indiana Department of Health, is in a unique position to have a tremendous impact on the health and well-being for Hoosiers.
    • To support the IDOH Agency Strategic Plan 2021-2025 and take advantage of opportunities highlighted by the COVID-19 pandemic, Project DARTT was established to lead and implement the transformation of IT and data.
  • What is DARTT?
    • DARTT will lead a digital and operational transformation encompassing people, processes, data, and technology. The objective is to better position the Agency to achieve its mission to promote, protect, and improve the health and safety of all Hoosiers.
    • DARTT operates in coordination with the Office of Technology and Compliance (OTC) and Office of Data and Analytics (ODA) organizations to develop plans and implement in the following areas:
      • Service architecture
      • Security and Disaster Recovery
      • Applications Portfolio Management
      • Data Governance, Management, literacy, and Analytics
      • Project Portfolio Management (PPM)
  • Project Timeline
    • The DARTT project is slated to run from June 2021 until June 2023, with the major phases being Discovery, Planning, and Implementation (although all three practices can run simultaneously throughout the project). The timelines can be adjusted as needed, based on funding and priorities as the project continues
    • We also recognize that digital transformation is an ongoing effort and work will continue long after the "official" project has ended.

      • Mohan Ambaty, Chief Information Officer
    • Steering Committee - Responsible for the oversight and approval of the project and all its activities including change management and overall communication
    • Data & Tech Advisory Committee - Help identify technical/data solutions already in place across the state that might be relevant to IDOH technology/data roadmap
    • External Advisory Committee - Provide input into the digital transformation program from an external constituent viewpoint
