  • Will the materials in support of the District formation be published?

Yes, information about the Regional Utility District formation and the sewer and water projects is available here.

  • Who will be appointed to the District Board?

The District Board will initially consist of the three Hamilton County Commissioners.  In the future if the District expands or changes, the Commissioners may appoint other individuals to serve on the Board.

  • I live in the proposed District boundary. Will I be forced to connect to sewer or water?

The County wishes to make the sewer and water service available for customers to connect to improve the waterways and enhance public health.  Connection to water is voluntary and is at the homeowner’s request.

New sanitary sewers and/or water mains may be installed within the District boundaries, and during that process the adjoining property owners along the new sewer and water route will be notified of the project and offered the opportunity to connect.  For the property owners with properly functioning septic systems who do not wish to connect at that time, the District and Hamilton County Health Department have created a sanitary sewer connection exemption process.  Upon successful application and approval of the exemption from the Health Department, the District allows up to 20 years for homeowners before requiring them to connect to sewers (Indiana Code 13-26-5-2.5).

  • Where can I find the Indiana Code regarding this exemption?

The most recent update to the Indiana Code can be found here:  http://iga.in.gov/legislative/laws/2024/ic/titles/013#13-26-5-2.5.

  • Where can I find the exemption forms and documents?

The Sewer Exemption Flow Chart can be found on the District website under the “Documents” header on the bottom right of the main website page.

The exemption application may be obtained from the Hamilton County Health Department.
  • What will my monthly water and sewer bills be?

Based on a consumption of 4,000 gallons/month, the adopted rates will be a combined total of $105.63/month - $40.60 for water and $65.03 for sewer.

Sewer customers not connected to the water system will be charged a flat rate of $74.93/month for a single family dwelling.
  • What will it cost to connect?

Connection fees are the costs associated with physically connecting to the sewer or water main, while System Development Charges are fees associated with providing capacity in the wastewater system and/or water system for each customer.  The homeowner will be responsible for any plumbing and pipe required within their property, plus abandoning their septic system in accordance with County Health Department guidelines.

The connection fees and System Development Charges for the District may be waived if a homeowner connects to the sanitary sewer or water main within 6 months of service being available.

If the homeowner elects to connect anytime after the 6 month waiver period, connection fees are $2,000 for each utility,

System Development Charges are as follows:

Water = $3,300 for a 5/8" meter which is the customary meter for the average single family home.

Sewer = $5,200 for 1 equivalent dwelling unit (EDU)  the average single family home is considered 1 EDU

Total Connection Costs for the average single family home will be  $12,500

  • Will homeowners be allowed to maintain their private wells for geothermal systems, lawn maintenance, etc.?

Yes, private wells are the property of the homeowner.   Maintenance of private wells is completely up to the homeowner for whatever purpose they desire.  If the homeowner wishes to connect to the District’s water system, they will be required to disconnect their well from their home plumbing to eliminate any potential for cross connection with the public water system, but may keep their well for irrigation or other uses.

  • Where are the wastewater treatment plant and water tower anticipated to be located?

The wastewater treatment plant and water tower are both located on a piece of property approximately 2,000 feet north of 236th Street, immediately west of U.S. 31. Please see the District information on the website listed above for images of the site.

  • Force Main Connection Exemption
