About DDARS

We believe all people have the right to pursue an independent life and live the full and rewarding life of their choosing. Through our four bureaus - Bureau of Child Development Services, Bureau of Disabilities Services, Bureau of Rehabilitation Services and Bureau of Better Aging - DDARS empowers older adults and individuals with disabilities to create and realize a vision for their future.

Each bureau within the Division of Disability, Aging and Rehabilitative Services offers specialized programs and services tailored to its focus area. By utilizing both paid and natural support systems, we help individuals maximize their strengths and resources. The Bureau of Child Development Services

BCDS is responsible for Indiana’s early intervention program, First Steps, which provides services to infants and toddlers from birth to their third birthday who have developmental delays or disabilities. BCDS’s First Steps offers services, including but not limited to those found below.

  • Assistive Technology (AT)
  • Developmental Therapy (DT)
  • Occupational Therapy (OT)
  • Physical Therapy (PT)

The Bureau of Disabilities Services

BDS provides quality, person-centered support for children and adults of all ages that enable them to live as independently as possible in their communities. BDS’s Person-Centered Individualized Support Plan focuses on self-determination and choice for individuals with disabilities. The following BDS services are available to eligible individuals.

The Bureau of Rehabilitation Services

BRS oversees vocational rehabilitation programs and develops state plans for rehabilitation services. It offers support to eligible Hoosiers through the following programs.

  • Vocational Rehabilitation (VR)
  • Deaf and Hard of Hearing Services (DHHS)
  • Blind and Visually Impaired Services (BVIS)
  • Independent Living Services (IL)

In accordance with the Americans with Disabilities Act of 1990, the Rehabilitation Act of 1973, Title VII of the Civil Rights Act of 1964, and other applicable civil rights laws, FSSA does not discriminate against a qualified individual based on race, disability, religion, sex, or national origin in the receipt of or participation in services, programs, or other activities made available to other similarly qualified individuals.

Upon request, FSSA will provide appropriate aids, services or other reasonable accommodations to qualified individuals with a disability to the best of our ability. Anyone who requires an auxiliary aid or service to equally participate in any FSSA program, service, or activity may contact the ADA Coordinator at ada@fssa.in.gov. Please submit requests to the ADA Coordinator at least two business days prior to when you will need the aids, services or other reasonable accommodations.
