International Registration Plan (IRP)

The International Registration Plan (IRP) is for any individual or company involved in commercial transportation that travels interstate and meets certain criteria. The unique feature of the IRP is that it lets each registered carrier obtain one plate and registration cab card to travel in multiple states at specific weights. Online Application

Our IRP application allows you to process, pay, and print your cab cards without ever leaving your home or office. In addition, you can renew your plates and process most transaction types such as add vehicles, transfers, add states, replacement plates, and more. Begin the application online.

A new IRP system update went live on June 14. One of the major changes involves new Excel templates and requirements for uploading files for qualified accounts. Please review all of the information on the MCS system for more details, including a video, training materials and new templates.

All upload templates changed June 2020, so be sure to use the new templates.

IRP and BPR Renewal Procedures

Large and medium fleets can now upload renewal information for faster and more accurate processing. Please see the following video and instruction guides before your next transaction. More information is available after logging in.

IRP Late Payment Penalty

  • A penalty of 10% will apply to any IRP renewal paid after the payment due date (see schedule below).
  • The ten percent penalty is added to the total Indiana renewal fees.
  • To avoid paying the penalty, you can:
    • Mail your payment to 7811 Milhouse Rd., Indianapolis, IN 46241 (must be postmarked on or before the due date)
    • Pay online through Motor Carrier Services (must be made before midnight of the due date)
    • Visit  Motor Carrier Services at 7811 Milhouse Rd., Indianapolis, IN 46241 to make a payment (must be made before 4:30 p.m. on the due date)

Reporting Period:

The reporting period for October, November, and December month renewals is July 1 through June 30 of the current year. Review the IRP Handbook for more information.

Full Reciprocity Plan (FRP)

IRP Electronic Cab Cards

As of January 1, 2019, IRP cab cards are available in an electronic image format. All U.S. states and Canadian provinces are required to accept electronic images of the IRP cab cards. For the first year, you may want to continue carrying your paper credentials.

When stopped by law enforcement, credentials may be shown as an electronic image. Choosing to provide credentials by electronic device may require an officer or official to briefly take possession of the device to verify the validity of the credential.

Regardless of the format, the document must be accurate, accessible and readable by law enforcement. We suggest storing the document as a PDF on an electronic device in each vehicle to ensure access to documentation while in areas with no service or Wi-Fi.
