Tim Rushenberg serves as General Counsel of the Indiana Department of Local Government Finance, where he advises the Commissioner and Department leadership on legal, regulatory, administrative, and policy matters involving Indiana property taxation and local government finance.
Rushenberg brings more than 20 years of legal, government, and executive leadership experience to the Department. Before returning to DLGF in August 2026, he served as Senior Legal Counsel in the Office of the General Counsel at the U.S. Department of Education, advising on government contracts, appropriations and fiscal law, administrative matters, and significant disputes and settlements. His private sector experience includes serving as General Counsel of National Salvage & Service Corporation and Vice President of Government Affairs for Hallador Energy Company. He has also served in the Office of the Indiana Attorney General and held senior government affairs and policy positions representing Indiana’s energy, utility, and manufacturing sectors.
This is Rushenberg’s second tenure with DLGF. From 2007 to 2010, he served first as General Counsel and later as Commissioner after being appointed by Governor Mitch Daniels.
Rushenberg began his legal career as an officer in the United States Air Force Judge Advocate General’s Corps, serving as both an Assistant Staff Judge Advocate and Area Defense Counsel. He earned his law degree from Valparaiso University School of Law and a bachelor’s degree in political science from Indiana University South Bend. He is admitted to practice law in Indiana and is a Lean Six Sigma Green Belt.
