The Putnam County Emergency Management Agency (EMA) Volunteer Program supports preparedness, response, and recovery efforts throughout the county. Volunteers assist with emergency operations, disaster response, severe weather monitoring, public events, community outreach, and more!
EMA Volunteers operate under the National Incident Management System (NIMS) and may support the Emergency Operations Center (EOC) and field operations.
CERT/PLI

The Community Emergency Response Team (CERT) is a FEMA-based program that trains volunteers in disaster preparedness, fire safety, search and rescue, medical operations, and more!
CERT members provide immediate assistance during emergencies and support professional responders.
AuxComm
Reliable emergency communications when it matters most.
AUXCOMM is a group of trained communications volunteers, including amateur radio operators, who provide backup communications during emergencies. They support incident operations when traditional systems are unavailable or overloaded.
COAD
Community Organizations Active in Disaster
Coordinating community resources for disaster response and recovery, COAD brings together local organizations, nonprofits, and agencies to coordinate disaster response and long-term recovery efforts. It strengthens community resilience through collaboration and planning.
