Peter Lacy serves as the Commissioner of the Indiana Bureau of Motor Vehicles. He leads agency initiatives to provide driver and vehicle services in a timely and accurate manner. He and his team have strategically positioned the agency to support Governor Holcomb’s fifth pillar; “Provide great government service at a great value to taxpayers.” Peter joined the agency in 2015 as the Chief of Staff and was appointed Commissioner by Governor Holcomb in 2017. He brings more than 20 years of private sector experience and knowledge to the BMV, including acquisition integration, ERP system implementation, process improvement, business model transformation, and territory management.
Outside of work, Lacy is active in the community serving as Founding Chair of the Adaptive Movement Programs Board for the IUPUI School of Physical Education & Tourism Management, Board member of Keep Indianapolis Beautiful and the Culver Summer Board. Peter previously served as Board Chair of Girls Inc. of Greater Indianapolis, President of Carmel Girls Lacrosse, and Board Member of Junior Achievement.
Lacy earned his MBA from Xavier University in Cincinnati and his bachelor’s degree from The Citadel, The Military College of South Carolina in Charleston. He resides in Carmel with his wife and three children.
Kevin Garvey was named Chief Operating Officer of the Indiana Bureau of Motor Vehicles in November 2014. He is responsible for the oversight of both customer facing and central office operations including all branches in Indiana and the core functional areas including Titles, Registrations, Credentials, and Driver Records. Kevin began his career with the Bureau of Motor Vehicles in December 2008 as the Director of Supply Chain Management and has held various operational positions, each with increased oversight and responsibility, prior to being named COO.
Before joining the team, Kevin worked as an Operations and Inventory Manager for a music and video game distribution company. His various roles and experiences with the company took him from Indianapolis, Indiana to Detroit, Michigan, then Richmond, Virginia and Manchester, England.
Kevin is a native Hoosier, growing up on the west side of Indianapolis. He earned his Bachelor’s degree from Indiana University’s Kelley School of Business. Kevin is active in the American Association of Motor Vehicle Administrators (AAMVA) currently serving as the Chair of the organization’s Vehicle Standing Committee. Kevin and his wife reside in Greenwood with their two children.
Chief Financial Officer
Heidi Babkowski was named Chief Financial Officer of the Indiana Bureau of Motor Vehicles in October 2018. She is responsible for the financial operations of the agency, including oversight of contracts and procurement, revenue and expense, distributions, payroll, financial reporting and budgeting.
Heidi joined the team with 19 years of accounting and finance experience, including audit, accounting, treasury, and financial analysis. Prior to her current role, Heidi worked as a financial consultant for airports across the U.S after working as the Assistant Treasurer for the Indianapolis Airport Authority where she spent 12 years working in various capacities.
Heidi is originally from central Indiana and earned her bachelor’s degree in Accounting from the University of Evansville. She resides in Plainfield with her husband and three children. Outside of work, Heidi enjoys traveling, music, boating and spending time with her family.
Chief Information Officer
Rachel Clark joined the team as Chief Information Officer in July 2019. She is responsible for developing and leading strategy for the IT team, including applications, infrastructure, service delivery, security and architecture.
Rachel brings more than 20 years of experience in information technology, product development, business strategy, and customer advocacy. Prior to joining the BMV, Rachel served as the VP of Product and Engineering for Emplify where she helped drive continued company momentum and build the company’s product roadmap to scale. She also served as Senior VP – Product and Engineering for Octive where she was responsible for product direction based on a comprehensive understanding of the business.
Rachel earned bachelor’s degrees in both economics and business administration from Hanover College. She resides in Westfield with her husband Cory and children Jack (11), Emma (8), and Katelyn (5). Outside of work, Rachel is a “theatre mom” supporting her kids’ love of the arts and musical theater. She is also a self-proclaimed home automation fanatic and enjoys ancestry and genealogy research.
Chief Legal Officer
Dan joined the Indiana Bureau of Motor Vehicles in October 2020 as Chief Legal Officer. He is responsible for leading the legal operations of the agency including providing legal advice to the Commissioner and the BMV’s lines of business, administrative adjudication, contract drafting, public records, management of litigation matters, and administrative rule making. Dan also serves as the ethics officer for the agency.
Prior to joining the team, Dan was the Chief of Staff and General Counsel for the Department of Local Government Finance (DLGF). He both led the legal division and provided operational management for DLGF’s work overseeing real and personal property assessment in the State of Indiana and yearly certification of budgets for all political subdivisions. Before his time at DLGF, Dan was Chief Counsel for the Advisory Division of the Indiana Office of Attorney General under former Attorney General Greg Zoeller. In his capacity as Chief Counsel, he guided internal general counsel efforts and directed the Office’s work relating to advisory counsel, advisory opinions, administrative rules, public records, and administrative adjudication for state governmental clients including the Governor’s Office, legislature, and executive agencies. Previously, Dan was the Managing Partner of a small Indianapolis law firm and worked in multiple management rolls for the City of Indianapolis under former Mayor Greg Ballard.
Dan received his Juris Doctorate from Oklahoma City University School of Law in 2008 and is licensed to practice law in Indiana and Kansas. He is also a 2001 graduate of Indiana University – Bloomington where he earned a Bachelor of Arts degree in political science. Dan is a former Captain in the United States Army and recipient of the Bronze Star Medal for actions taken during Operation Iraqi Freedom. Dan was born and raised on the northside of Indianapolis where he currently resides with his wife and daughter.
