IDOI regulates companies authorized to sell insurance in Indiana. Companies are licensed for a multitude of products to meet the needs of their clients.
Companies are authorized in different ways. Provided are brief descriptions of the different authorizations.

Bail Bond Writers are authorized by IDOI to issue bonds to defendants to enable them to get out of jail pending a hearing. By posting the bond, the Bail Bond and/ or Recovery Agent Writer assures the court that the defendant will appear at the scheduled hearing.
Indiana Authorized Surety Companies
HMOs provide access to health care that is arranged through contracted medical providers for a pre-determined per-capita cost. HMOs are typically only available to Indiana residents in specific geographic areas.

Indiana Domestic Companies are companies organized in Indiana, but may do business in other states as well. When a company is organized as an Indiana domestic, Indiana is the primary regulator for that company.

The Medical Claims Review Agents determine the reimbursement to be provided for filed claims under an insurance policy, HMO contract, or other benefit program. Medical claims review agents and medical claims review consultants must be registered with IDOI.

Multiple Employer Welfare Arrangements (MEWAs) are non-insurer entities that establish employee benefit plans to provide accident and sickness or death benefits to employees of more than one employer. MEWAs must register with IDOI.

PEOs provide administration management such as outsourcing of payroll, workers' compensation, human resources and employee benefits. PEOs must register with IDOI.

A Preferred Provider Organization is an organization of medical providers who have contracted with an insurer or a third-party administrator to provide health care at reduced rates.

Reinsurers provide insurance to insurance companies. Reinsurers do not have to be accredited by Indiana, but there are benefits to Indiana domestic companies when doing so.

A Registered Agent is a company or individual designated to receive legal notice (service of process) when a client is involved with legal issues such as a lawsuit or summons. The Commissioner is NOT the registered agent for all insurance companies.

Risk retention groups (RRGs) are companies formed under Indiana law that allow members, engaged in similar or related businesses, to write liability insurance for the exposures of the group. A RRG chartered in any state is allowed to do business in all states if registered in those states. Accordingly, Indiana has little control over RRGs chartered outside of Indiana. Liabilities of RRGs are not covered by Indiana's guarantee associations.

Surplus lines insurance is offered by companies authorized under IC 27-1-15.8-4 (c) to do business in Indiana through surplus lines producers licensed in Indiana. Surplus lines coverage may only be used when the coverage is not readily available through an authorized insurer. The producer must submit the annual statements for authorization annually.

"Not available" often means that the coverage, under the terms requested by the policyholder cannot be found in the admitted market. Coverage is not considered unavailable if the coverage could be obtained in the admitted market but at a higher premium.

Third Party Administrators handle premiums and/or claims without taking on any of the risk. TPAs must be licensed with IDOI if they deal with claims in connection with life, annuity, or health coverage.

Utilization review agents review the medical necessity and appropriateness of health care services. Utilization review agents must be licensed with IDOI.
