IDOI implements strict laws with licensing procedures and requirements.  Sircon, a licensing partner with IDOI, manages all aspects of the license process. 

At the Sircon website you can access the following:

  • Apply for a license; Individual, New Resident, and Business Entity Applications
  • Renew your license
  • Check license renewal status
  • Check license application status
  • Request a letter of certification
  • Update your address
  • Find your license number/NPN
  • Check Your Status with a State

Initial Licensing Procedure

Applicants applying for a surplus lines license may apply electronically through the SIRCON website or by a Hardcopy/Paper Application.

  • Resident surplus lines applicants must submit the surplus lines exam score report. The score report must be sent via mail.
  • Additional fees may apply for applicants who submit their application online.

Hardcopy/Paper Application

The applicant may choose to submit the surplus lines application through a Hardcopy/Paper Application.  Applicants must submit the following requirements.

  • Completed, originally signed and dated application
  • A certification letter if your state does not participate in the NAIC’s producer database
  •  License fee of $80 for resident applicants or $120 for non-resident applicants, made payable to IDOI
  • Resident surplus lines applicants must include an original passing ‘Score Report’ from your examination

A $10 fee will be charged for a duplicate license upon written request.  Once the surplus lines license has been issued, surplus lines producers are required to submit filings on a monthly, semi-annual and annual basis.

Renewal Procedures

Newly licensed surplus lines producers will have their renewal month synchronized with their producer license renewal month. Please bear in mind that it could be a four year process until they are synchronized.

Example 1: Producer is newly licensed in April of 2007 and the license issued has an expiration date of April 2011. Producer obtains a surplus lines license in September of 2007, which would have an expiration date of September 2009 that will be revised to reflect an expiration date of April 2009. The surplus lines producer will have a surplus lines renewal in 2009 and then will have a producer `and surplus lines renewal in 2011.

Example 2: Producer has a renewal date of May 2010. Producer obtains a surplus lines license in September of 2007, which would have an expiration date of September 2009 that will be revised to reflect an expiration date of May 2010. The surplus lines producer will have a producer and surplus lines renewal in 2010.

Surplus Lines producers may renew their license electronically through the SIRCON website or by a Hardcopy/Paper Application.

Hardcopy/Paper Application

The Department suggests that you submit your application for renewal and the required attachments between October 31 and December 1 for processing, which allows ample time for processing prior to the expiration.

  • The renewal fee is to be submitted with the surplus lines renewal application and other attachments to the Department’s address listed above.
  • There are no CE Requirements for Surplus Lines; please disregard the CE portion of the renewal form.

Licenses must be renewed bi-annually by completing a new application and the following:

  • A certification letter, if your state does not participate in the NAIC’s producer database
  • License fee of $80 for resident applicants/ $120 for non-resident applicants, made payable to IDOI.
