Project Management Office

The creation of a Project Management Office (PMO) for the Office of Technology and Cybersecurity (OTC) stems from the need for a centralized hub of expertise, coordination, and oversight to track the progress and impact of key technology initiatives. A dedicated PMO offers a solution by consolidating resources, and providing a clear roadmap for effective project management.

Phase 1 of PMO Implementation has been rolled out in 2023 with Phase 2 starting in 2024.

Project Overview

Phase 1 of the PMO implementation included six workstreams:

  1. Project Center - OTC's central tool to monitor project progress and reporting
  2. Project Definition Standardization - right-sizing projects and complexity
  3. Resource Management - utilizing teams and resources effectively across projects
  4. Organizational Design - optimizing the organizational structure of OTC
  5. Non-Project Management - managing ad-hoc requests and support
  6. Investigation of new work roles - identifying new skillsets and potential hiring positions

Phase 2 will deliver additional training materials for all phases of the Project Life Cycle and will expand the reporting capabilities of Project Center by using Power BI.

Technical Approach

The PMO uses several key tools and methods for digital transformation:

  • Project Center - a centralized hub for teams to monitor progress, allocate resources efficiently, and ensure alignment with project objectives. By consolidating tasks, timelines, and milestones in one platform, teams can easily identify bottlenecks, mitigate risks, and adapt strategies as needed.
  • Power BI - data visualization tool used for reporting provides dynamic insights through dashboards and interactive analytics. This enables stakeholders to gain real-time visibility into project performance, make data-driven decisions, and foster transparency across the organization.
  • Scaled Agile Framework (SAFe)- a project management methodology that facilitates agile practices at scale, fostering collaboration, flexibility, and continuous improvement across large, complex projects. By leveraging SAFe principles alongside project center and Power BI capabilities, organizations can streamline processes, enhance productivity, and deliver value to customers more effectively in today's dynamic and competitive market landscape
Outcome

The PMO has established a basic level of accountability and reporting for all projects in Project Center as well as guidelines and SOPs for all phases of the project life cycle. The PMO also established the Portfolio Review Board to approve projects based on size and complexity. The initial PRB meeting was held December of 2023 and has monthly meetings to approve any projects that are pending approval.
