Rick J. Ruble
Rick is the Commissioner of the Indiana Department of Labor
This is Rick’s second time working for the Indiana Department of Labor. He was with the Research and Statistics division for ten years before attending law school. After law school, Rick was in private law practice before returning to the Department of Labor in February 2007. Rick was appointed Commissioner of Labor by Governor Mike Pence in November 2013.
Rick is a graduate of Indiana University and the Indiana University Robert H. McKinney School of Law.
Timothy E. Maley
Deputy Commissioner of Labor

Timothy (Tim) Maley serves at the Deputy Commissioner of Labor for the State of Indiana, managing both Indiana OSHA construction and general industry compliance divisions, and the Indiana Voluntary Protection Program.
Prior to work with the Department of Labor, Tim was employed with Eli Lilly for 30 years, spending most of his time in safety management. While at Lilly, Tim led the Lilly Technology Center (a large multi business drug development and manufacturing site) to OSHA’s VPP Merit certification, VPP Star Certification and VPP Star recertification. During this time, the company experienced significant accident reduction. Tim also served on the VPPPA Region V Board of Directors for five years both as a Director-at-Large and Vice Chairperson.
After employment with Lilly, Tim worked as a Senior Safety Consultant with Advanced Worksite Solutions. In this role, he partnered with businesses to provide injury reduction management systems and solutions.
Tim is a graduate of Purdue University, West Lafayette, Indiana.
Michelle L. Ellison

Michelle Ellison is Assistant Commissioner for the Indiana Department of Labor. Her responsibilities include managing the day-to-day operations of the Indiana OSHA consultation division, INSafe, as well as marketing for the Indiana Department of Labor. She is also responsible to promote awareness and employer participation in the Indiana Safety and Health Achievement Recognition Program (INSHARP). Michelle oversees the agency's strategic occupational safety and health partnerships and alliances as well. Additionally, Michelle has served as OSHA Region V Representative on the national Occupational Safety and Health Consultation (OSHCON) board. Currently, Michelle serves the OSHCON board in the elected capacity as the Secretary.
The INSafe division has been recognized for numerous awards including the federal OSHA On-Site Consultation Achievement Recognition (OSCAR) award (2017, 2015, 2013, 2010, and 2008) and a Governor's Public Service Achievement Award (2012).
Michelle is a graduate of Indiana University with a Bachelor of Science Degree in Business with concentrations in Marketing and Management.
Kenneth R. Boucher II
Executive Director - Quality, Metrics and Statistics
Kenneth R. Boucher II is the Executive Director of Quality, Metrics and Statistics with the Indiana Department of Labor. His responsibilities include management of OSHA data collection for the federal Bureau of Labor Statistics as well as performance management and process improvement within the Indiana Department of Labor.
Kenneth began his tenure with the Indiana Department of Labor in 2006 as a Common Construction Wage Hearing Officer. From 2009 to 2013, Kenneth served as the Director of Child Labor, Training and Education. He is a 2011 recipient of the Governor’s Public Service Achievement Award for his work in improving the Indiana Department of Labor’s wage claim process.
Kenneth is a graduate of Indiana University with a Bachelor of Arts Degree in English and Criminal Justice and a minor in French. He also holds a Lean Six Sigma Black Belt from Purdue University.
Assistant Commissioner - Bureau of Mines and Mine Safety
Steve Riley serves as the Assistant Commissioner of the Bureau of Mines located in the field office at Vincennes University, Vincennes, Indiana.
Michael (Mike) Myers serves the State of Indiana as director of the Child Labor and Wage & Hour divisions' efforts to promote good and effective labor practices across the state through fair and equitable compliance.
Mike comes to state government after a significant background in human resource management; including labor experience in the high-tech industry for Fortune 50 corporations and in the medical education field. This background, which includes specialization in compensation and benefits along with a number of generalist Human Resource management assignments, transfers admirably to his state emphasis in child labor and wage and hour matters. Mike completed his undergraduate and graduate studies in Human Resources/Labor Economics and Theology.
Ambat V. Babu
Controller and Chief Financial Officer
Babu has served in many capacities within the Indiana Department of Labor, before becoming the Controller and Chief Financial Officer, he was the Lead Auditor and Field Auditor in the Wage and Hour division. Prior to his responsibilities with the Department of Labor, he worked as a Senior Reconciler for Bank One Services Corporation and Manager/Auditor for the Indian Overseas Bank in Chennai, India. Babu holds a Bachelor of Science in Marketing and Distribution from Indiana University, a Bachelor of Science in Accounting from Central Institute of Delhi, India and a Bachelor of Science in Commerce from the University of Kerala, India.
Babu was a recipient of the Governor’s Public Service Achievement Award in 2006.
