The Indiana State Board of Animal Health (BOAH) is introducing a new technology to benefit producers and veterinarians alike. With interstate movement of livestock becoming more common, BOAH is always searching for new ways to simplify process.

Indiana's livestock community is all too familiar with the certificate of veterinary inspection (CVI). This document has been used for decades, and hasn’t changed much since its inception. BOAH is taking a huge step in modernizing the standard CVI. BOAH is launching a partnership with Global Vet Link (GVL) to offer Hoosiers electronic health certificates also known as eCertificates in addition to the standard paper CVI.

During 2001, GVL launched its on-line application that allowed practitioners, state authorities, diagnostic laboratories and other health officials, to build, access and monitor animal movement documents all by the click of a mouse.

Clients of GVL have improved their business through using these on-line services. Not only is the web-based application easier to use than the old paper forms for the practitioners, it's a more professional certificate to present to the practitioner's clients. All of the certificates available through GVL offer the capability to put digital pictures of the animal directly on the certificate, which turns out to be a marketable benefit for the practitioners using the new system.

BOAH anticipates the GVL program being up and running by mid-2006.

Producers and Pet Owners

Global Vet Link is a web-based application for accredited veterinarians to easily create electronic Health Certificates. Currently, animal owners do not have a username and password to log into the system as it is primarily used for generating Official Certificates of Veterinary Inspection. Even so, there are benefits for the animal owner including:

  • A clear, legible document
  • Certificates can include digital pictures of your animal(s)
  • Documents can be verified by state officials in any state with a GVL login
  • Faster testing results for Equine Infectious Anemia certificates
  • Veterinarian access to state regulations so that your animals have proper care and documents prior to travel
