Comment on a Proposed Rule

The Indiana State Personnel Department (INSPD) is committed to transparency and public participation in the rulemaking process.

There are several ways to submit your comments:

  • Electronically: Comments on rules can be submitted to or through the form linked in the Rulemaking Docket table on this page.
  • By mail: You can send written comments by mail to: Keith Beesley, INSPD General Counsel, Indiana State Personnel Department, 402 West Washington Street, Room W161, Indianapolis, Indiana 46204.
  • At the public hearing.

All comments submitted during the comment period will be considered and become part of the public record. The comment period for the proposed rule will close at midnight on the date of the final public hearing.

  • Hearing and deadline for submission of comments – July 1, 2024
  • Consideration of comments (Can require Second Comment Period & Second Hearing)
  • Preparation of written response to comments
  • Substantial Revisions (If necessary, require:
  • additional review by OMB/Budget, publication in the Indiana Register, comment period & hearing)
  • Approval by State Personnel Director
  • Preparation of Final Rule Packet
  • Review by Attorney General 45 days
  • Review by Governor – 30 days
  • Final Rule filed with Indiana Register
  • Effective 30 days after accepted for filing
  • A request to receive a copy of submitted comments, INSPD’s response to comments, or any other written information associated with a proposed rule may be requested through the INSPD APRA portal here or by scheduling an appointment to inspect the documents at the Indiana State Personnel Department, 402 West Washington Street, Room W161, Indianapolis, Indiana.
