The purpose of this solicitation is to select an experienced vendor to provide customer service and technical support call center operations for the Auto Dealer Services Division (ADSD) and Business Services Division (BSD).
The divisions have issued a Request for Proposal (RFP) to invite qualified vendors to provide proposals for ongoing support and optimization for its customer service through call center operations. The RFP aims to identify a partner capable of supplying staff and systems that integrate with current division staff and systems to provide seamless customer resolution experiences. Vendor prerequisites:
- Minimum 5 years of experience supporting government constituents' agencies or divisions.
- Ability to provide services from 8am to 4:30pm (ET) weekdays 52 weeks per year except state holidays.
- Technical infrastructure and capacity to service 6500 to 11,000 calls per month.
- System and personnel capacity to manage up to 2000 knowledge articles with training and automated selection dissemination to agents.
- Ability to record all calls and securely store them with PI level protection for up to 6 months. Can sort by KA and deliver to ADSD / BSD personnel for quality review.
- Conduct regular internal OA audits.
- Capacity through a case management system to escalate level 2 & 3 inquiries to ADSD / BSD staff and be trained to determine what those escalations should be.
- Provide real time daily reports of SLA actuals verses KPI targets around standard call center metrics.
- Per minute utilization rates desired with any additional costs clearly indicated by when they would occur with the life of an engagement.
- Technology and partners compliant with integrations per State of Indiana IOT requirements.

The purpose of this solicitation is to select an experienced vendor to provide comprehensive cloud cybersecurity assessment services in conjunction with project management, contract review, and project completion certification services to the agency for a portfolio of IT service and project engagements. Work includes delivery of narrow-focused third-party contract assessment and compliance review services. The selected vendor will support security validation of multiple post-modernization releases across AWS-hosted environments and offer third-party oversight for contract and performance review.
This effort supports the agency’s ongoing modernization and procurement oversight in alignment with state statutes including Senate Enrolled Act 5 (SEA 5). The purpose of this solicitation is to engage external expertise to validate contract deliverables, performance metrics, and cost reasonableness for a select group of vendor engagements, ensuring accountability and documentation for internal and external stakeholders.
The primary objectives of this engagement are to:
- Conduct cloud cybersecurity assessments to validate current-state architecture, configurations, and security postures.

1. Cloud Cybersecurity Assessment
- Light Control Design Review against Cloud Security Alliance (CSA) CCM, CIS Benchmarks, and AWS Best Practices.
- Review of policies, governance frameworks, operational design documents, and desired security maturity.
2. Technical Configuration Assessment
- Evaluation of AWS configurations including EC2, IAM, VPCs, CloudTrail, S3, and encryption controls.
- Assessment of logging/monitoring, network exposure, data protection, and access controls.
- Mapping of findings to CIS AWS Foundations Benchmark and prioritization by risk and impact.
3. Cloud Penetration Testing
- Simulated attack scenarios using real-world tools to identify vulnerabilities.
- Manual and automated testing methods aligned with PTES.
- Assessment areas include: IAM role abuse, misconfigured S3 buckets, unencrypted volumes, EBS exposure, and AWS metadata services.

Deliverables

Vendors will be asked to perform services on up to 10 contracts, the scope includes:
1. Pre-Contract Review
- Assessment of Statements of Work (SOWs), pricing structures, and terms.
- Classification of contract risks using qualitative scales (e.g., Green/Yellow/Red or 5-point rating).
- Evaluation of performance metrics and liquidated damages terms, particularly related to:
- Completion milestones
- Timeliness
- Budget adherence
2. Post-Delivery Review
- Verification that contracted services were completed on time and within budget.
- Identification of delivery deviations and calculation of any applicable penalties.
3. Compliance and Reporting Support
- Aid in preparing reports required under SEA 5 for contracts exceeding $500,000.

Business Content Development for INBiz Modernization Project
The Indiana Secretary of State is undertaking a comprehensive modernization of the INBiz platform to better serve Indiana entrepreneurs, startups, and small businesses. This effort includes a full redesign of user experience and public-facing content in partnership with a UI/UX web site developer. The modernization will deliver streamlined, helpful, and accessible tools for users to plan, start, manage, and grow their businesses in Indiana.
We are seeking a qualified vendor to develop business guidance content and digital copy, working closely with the Indiana Secretary of State’s Business Services Division, Product and Technology Division, and web site developer. Much of the content requested already exists in the industry and will involve simple repurposing into the new content modules created by the web site developer. The selected vendor will research, write, and structure approximately 70–90 narrowly focused content modules and 30–40 web pages, create user-oriented business guides and checklists, and participate in regular collaboration meetings in Indianapolis – work is estimated to be 100-160 hours of effort.
Scope of Work:
1. Business Content Module Development (70–90 modules)
Develop structured, modular content that aligns with new UI/UX flows across four primary business lifecycle stages (sub-categories are provided as examples):
Plan Your Business
- Conducting market research and identifying opportunities
- Choosing the right business structure (LLC, Corporation, Nonprofit, etc.)
- Business planning, forecasting, and funding options
- Identifying startup costs, legal responsibilities, and industry-specific considerations
- Accessing Indiana SBDC, SBA, IEDC, and university business resources
Start Your Business
- Registering your business via INBiz
- Acquiring licenses, permits, and tax registrations (EIN, sales tax ID, etc.)
- Hiring employees and establishing payroll, insurance, and HR foundations
- Branding, marketing launch basics, and setting up accounting
Manage Your Business
- Staying compliant with annual reporting and tax requirements
- HR management, risk mitigation, and insurance updates
- Operational best practices, digital infrastructure, customer service
- Financial tracking, budgeting, and day-to-day business operations
Grow Your Business
- Scaling operations and hiring, expanding into new markets

2. Business Guides & Checklists
- Develop downloadable or interactive checklists for business startup steps, compliance tracking, hiring processes, growth milestones, and regulatory filings
- Create narrative-style guides tailored to Indiana-specific workflows (e.g., “How to Start an LLC in Indiana” or “Checklist for Hiring Your First Employee”)
- Ensure content is action-oriented and easy to use for businesses at all levels
3. Web Page Content Development (30–40 pages)
- Write and organize content for redesigned INBiz web pages based on layouts provided by the web page developer.
- Content will be SEO-optimized, ADA-compliant, mobile-responsive, and written in a clear, approachable tone
- Pages will include topics such as: Business Structures Overview, Business Registration Guide, Compliance Center, Manage Your Business Hub, and others based on updated navigation
- Work closely with web page developer to align text with design elements, user flow, interactive content blocks, and embedded tools (FAQs, popups, tooltips)
Collaboration and Project Structure
Timeframe: Estimated 2–3 months for full completion
- Weekly status and content development meetings with Indiana Secretary of State staff (Business Services, Product & Technology teams)
- Regular collaborative sessions with web page developer to ensure seamless integration with new UX designs
- Content will be aligned to updated workflows, tested wireframes, and user personas provided by web page developer
- Final content will be reviewed in stages with iterative feedback from key project stakeholders
Research & Benchmarking Expectations
- Source materials from Indiana SBDC, IEDC, SBA, Indiana universities, and similar federal and state agencies, and the business support communities

The Indiana Secretary of State (SOS) seeks proposals from qualified vendors to provide comprehensive Software Quality Assurance (SQA) and Testing Services for mission-critical systems including INBiz, Auto Dealer Services Division (ADSD), and efforts for the Securities Division Portal. This work will support continuous improvement, regulatory compliance, and high system reliability across business registration, licensing, enforcement, and customer service platforms. Knowledge of the existing platforms, functionality, and state systems are required. Vendor must be onsite at least 1 day per week and provide routine evening and weekend after hours availability for testing of system releases.
The SOS has previously engaged QA vendors and is now seeking an updated partnership to continue supporting monthly releases, system upgrades, and quality improvements through defined testing protocols.
OBJECTIVES
- Evaluate whether internal and external system interfaces meet defined functional requirements.
- Identify system components that do not meet expected outcomes for remediation.
- Mitigate risks associated with ongoing monthly releases and ensure defect resolution.
- Maintain reusable testware and regression suites for long-term QA consistency.
- Advance best practices for QA and DevOps across SOS-supported digital services.
- Ensure high-performing, user-centered technology systems across SOS divisions.
SCOPE OF WORK
The selected vendor will provide software QA services, which may include but are not limited to:
- Managing and executing testing efforts for monthly INBiz and ADSD releases.
- Supporting functional, regression, smoke, system integration, and UAT testing.
- Creating, maintaining, and executing test plans, scripts, and defect reports in Azure DevOps (ADO).
- Collaborating with internal teams, including business analysts and development staff, to ensure quality objectives are met.
- Assisting in defining testable business and technical requirements.
- Participating in sprint planning and providing test strategy input for the Securities Portal.
- Reporting and triaging defects, and supporting emergency release testing as needed.
Key systems in scope:
- INBiz (business registration and compliance platform)

- Senior QA Analysts: Conduct manual and automated testing, test case development, and bug tracking.
