The proposed rule is being enacted to comply with IC 4-22-2-19.6 (HEA 1623-2023) by setting the fees charged in a conforming rule. As part of the teacher licensure process, applicants must obtain at least the minimum acceptable score on a content area assessment under 511 IAC 15-7-2. Applicants are required to pay a fee to the assessment company to take the assessment. The proposed rulemaking brings currently assessed fees into conformity with IC 4-22-2-19.6 by including them in a rule. The proposed rule establishes fees at levels agreed to by the vendor to cover the costs of providing assessments, and were established through negotiations between the Indiana Department of Education (IDOE) and the testing vendor. There will be no change in the practice of assessing fines. The purpose of the rule is to set existing fines in a conforming rule.

The proposed rule will incorporate the current fees into a new section of the Indiana Administrative Code at 511 IAC 15-8-1.
