NIPSCO Gas Rates

Base Rates

NIPSCO's natural gas utility is seeking a base rate increase in IURC Cause No. 44988.

The utility requested a $143.5 million increase in its initial filings, but reduced the request to $117.9 million in supplemental testimony filed on January 26, 2018. The supplemental testimony reflected changes due to the federal Tax Cuts and Jobs Act.

The OUCC has completed a five-month review of NIPSCO’s request and recommends:

  • Limiting the increase to $69 million.
  • Allowing NIPSCO’s flat, monthly residential customer charge for natural gas to rise by $2.75, instead of the $8.50 increase requested by the utility. NIPSCO is proposing to raise the monthly residential charge for natural gas from $11.00 to $19.50. In its testimony, the OUCC recommends limiting the charge to $13.75.
  • Reducing the authorized return on equity for NIPSCO’s natural gas utility to 9 percent. The utility’s current authorized return is 9.9 percent, and it is requesting an increase to 10.7 percent in this case.

The IURC has held field hearings in this case in Fort WayneMerrillville, and South Bend.

NIPSCO has until March 28, 2018 to file rebuttal testimony. An IURC evidentiary hearing is scheduled to start on May 14, 2018 at the PNC Center (101 W. Washington St.) in Indianapolis. A Commission order is expected by late September.

Seven-Year Infrastructure Replacement Plan

Under a 2013 Indiana law, NIPSCO received IURC approval of a 7-year plan for infrastructure improvements, along with incremental rate increases as the projects proceed. Project costs in the plan total about $713 million. Please click here for more information. 

Quarterly Gas Cost Adjustments
