Administrator
Jennifer has a dual Master's degree in Human Resource Management and Human Resource Development from Webster University. She served as the Director of the Maternal and Child Health Division of the Harrison County Health Department for 12 years before transitioning to the Administrator position in February, 2022. She recently obtained her certification as a Certified Healthcare Emergency Professional (CHEP) and is certified to teach CPR, first aid, and blood-borne pathogens classes through the American Heart Association. Jennifer has lived in Harrison County for 27 years. She's married and has three adult children.

Alyssa had been the director of the Nursing division since September, 2019. Previously, she worked for a year in dialysis, and was at the Henry Ford Hospital in Detroit on the hematology/oncology unit for two years. She has pediatric experience in school nursing as well. Alyssa graduated from Spalding University in 2016. She's from Harrison County and currently makes her home here with her husand and young family.

Anna is one of our Public Health Nurses. She came to the health department in 2016. For two years prior, she was a nurse at the Harrison County After Hours Care Clinic. She graduated from the Galen College of Nursing in Louisville in 2013. She's a life-long Harrison County resident, and resides with her husband a two young children.

Lela is the administrative assistant and scheduler for the Nursing division. She became part of the team in August, 2022. She is a 2016 IVY Tech graduate, having studied medical assisting and medical office procedures. She's lived in Harrison County her whole life, and currently lives with her husband and three children.
MCH Director

Theresa has been an invaluable part of the health department since 2010. In early 2022, She became the director of the Maternal and Child Health Division of the health department. She is also head of the lead testing service here. For the previous 12 years, she worked in the Public Health Nursing division as the administrative assistant and scheduler. Theresa has worked in the medical profession since 1984, for doctors in Louisville and right here in Harrison County. She lives here in Harrison County with her husband, and they have three grown children.

Kayla has been a wonderful addition to the MCH Clinic's team since January, 2021. She obtained her LPN degree in 2013 from IVY Tech and became a Certified Professional Coder in 2020. She's a lifelong Harrison County resident and lives here with her husand and two young sons.
MCH Clinic Nurse
Allison has been a valuable member of the MCH Clinic since August, 2021. She graduated from Galen College of Nursing in 2019. Prior to coming to the health department, she worked for two years as a Neonatal Intensive Care Nurse at Norton Children's Hospital in Louisville. She is also a Basic Life Support (BLS) Instructor through the American Heart Association. Allison lives here in Harrison County with her husband and young family.

Mandy Rhoads

Mandy was raised in Texas. Her husband's family lived in Corydon, so they moved here, and she started working at the MCH Clinic in March, 2000. She loves her job as an interpretor, a much-needed service in this area and other parts of Indiana. She likes giving and helping people. Mandy says, "There is more happiness in giving than receiving. Right?"
Nurse Practitioner
Debi Dougherty

Debi is a native of Louisville, Kentucky, and has lived in the Corydon area since 1995. She obtained an Associate's Degree as a Medical Lab Technician and worked for the University of Louisville doing medical research until graduating from Bellarmine University with a Nursing Degree in 1985. She graduated from IU as a Certified Women's Health Nurse Practitioner in 1995 and received her Master's of Science Nurse Practitioner in 2005. She obtained a second specialty certification as a Urology Nurse Practitioner that same year. She has practiced in a variety of settings as a dual certified Urology and Women's Health Nurse Practitioner. She worked as a Nurse Practitioner at the University of Louisville in their Urology department and fast track ER for about 10 years before practicing in Florida for several years.
She lives in Harrison County with her husband and has 3 grown sons that still live in the area.

Danny has been with the health department since 1991. He was the only food inspector for nearly a decade, but since 2005, heads up the septic system division. He is adept at coming up with innovative solutions for problem sites. He also handles environmental complaints. Danny and his wife are life-long residents of Harrison County and have three grown children.
Septic Systems
Anthony Phillips, EHS

Anthony has been in the Environmental Health division since June, 2021. He mainly works with septic systems... studying soil surveys, performing site inspections and final inspections. For three years prior to coming to the health department, he was the manager of a group home for developmentally delayed youth. After living in and graduating from school in Floyd County, Anthony joined the US Army in 1999. While there he met and married his wife. Together, they served in various locales around the country and the world. After her military retirement, they decided to settle in Harrison County where they live with their three children.
Chief Foods Inspector
Christa was born and raised in Harrison County. She graduated from IU Southeast in 2008 with a major in Environmental Geography and a minor in Geology. As Chief Food Specialist, she will inspect all food establishments, as well as public pools and tattoo/microblading/eyelash extension facilities. She gained experience in all types of inspections when she previously worked for our health department from 2018 to 2021, and she's excited to be back with her original health department family, where she hopes to stay. Christa lives with her husband and two kids.

Tracy Monroe, EHS

Tracy has worked at the health department since 1998. She graduated from IUS in 1995 with a BA in biology. After being the only food inspector for over 20 years, she currently mainly works in the office, looking up septic permit records for property owners and realtors, drawing them on our mapping system, updating and maintaining electronic records, taking care of reported animal bites, scheduling the annual rabies shot clinics, and maintaining the website for this site. She also helps with environmental complaints, septic and food inspections as needed. She's lived in Harrison County since 1971. She and her husband have two grown sons and three grandchildren.
Preparedness Coordinator

Edgar joins us as a part-time Preparedness Coordinator. He has a master's degree in Public Administration from the University of Kansas. He has over 30 years experience working in federal, state, and local government in roles at all levels of the organization. He recently retired from the U.S. Department of State after serving for 20 years as a Foreign Service Officer and Diplomat working on U.S. foreign policy objectives to assist with economic and business development, critical infrastructure investments, health care, agricultural trade with the U.S., as well as response to disasters or conflict during seven overseas assignments. He has served in developing nations in Asia, Africa and the Caribbean. He and his wife served a combined five (one year) tours of duty, often embedded with the U.S. military in various countries. Married for 36 years, his wife is a North Harrison High School alumnus. His family has lived in New Mexico, Iowa, and Tennessee during their years of government service.

Buffy has been with the health department since July, 2002. She graduated from IUS with a BS in Business in 1995. In addition to taking care of birth and death records, legal name changes, and paternity affidavits, she is also the bookkeeper for the health department, doing all of the accounting and money management. She's lived in Harrison County her entire life. She's married and has two grown children.
