Sarah W. Cudahy, Esq., Executive Director, General Counsel and PIO

Sarah was appointed as the first Executive Director of IEERB by Governor Mike Pence on July 1, 2016.  Sarah began her legal career as a judicial law clerk for Justice Theodore Boehm of the Indiana Supreme Court.  She then worked in Chicago as a Labor & Employment Associate at Barnes & Thornburg LLP, and later the labor and employment law firm of Laner Muchin, Ltd. Sarah graduated summa cum laude from Boston University with a B.A. in Education, Public Policy, and European Studies.  She earned her law degree from Washington University in St. Louis.

Rebecca Bowman, Esq., Director of Conciliation

Becky earned both her M.S.W. and her J.D. from Indiana University – Indianapolis, and has worked in education in both legal and administrative capacities.  Over the past seventeen years, Becky has served as an Assistant Director of Special Education at both the Department of Education and a local special education cooperative, general counsel for the Department of Education, administrator and general counsel for the State Board of Education, and as the State Director of Special Education.

John Henry, Esq., Director of Dispute Resolution

John graduated from Wabash College summa cum laude and Phi Beta Kappa with a double major in English Literature and Classical Civilization. Upon graduation from Wabash, John received the James E. Bingham Award, the Daniels Award in Constitutional Law, and the Walter L. Fertig Prize in English. John received his J.D. from Indiana University Robert H. McKinney School of Law in 2013 and was selected to the Robert H. Staton Moot Court Society's Order of Barristers for excellence in briefing and oral advocacy. Prior to joining the IEERB, John was a litigation associate with the Ruckelshaus law firm in Indianapolis focusing on Labor & Employment.

Stacey Hughes, Ph.D., Research Director

Stacey has served Indiana public school children as a high school science teacher, high school principal, superintendent, assistant superintendent at the Indiana Department of Education, and education consultant.  Stacey received her B.S. from Indiana University, Bloomington, M.S. from Indiana University Purdue University, Fort Wayne, and Ph.D. from Purdue University, West Lafayette, Indiana.

Jacob A. May, Esq., Staff Attorney

Jake graduated from the Indiana University Kelley School of Business in Indianapolis with majors in Business Management and International Studies, after which he attended the Indiana University Robert H. McKinney School of Law, earning his J.D. cum laude in 2011.  Jake began his legal career as a law clerk at the entertainment and intellectual property law firm of Meitus Gelbert Rose LLP.  He has represented the State of Indiana in civil litigation and contract matters since 2014 and joined IEERB in March of 2018. 

Ryan Preston, Chief Financial Officer

Ryan graduated from Hanover College in 2001 with a Bachelor of Arts degree in Business Administration with an emphasis in Accounting.  Before joining IEERB, Ryan worked for the Indiana State Board of Accounts from 2001 to 2018.  He spent the first ten years as a field examiner auditing various local governmental entities in southern Indiana and the last seven years as the Director of Audit Services for Schools in the Indianapolis office.

Cheri Spicer, RP®,   Case Administrator

Cheri earned her associates in Paralegal Studies from Ivy Tech Community College in 2013 and is currently enrolled at IUPUI working toward Law in the Liberal Arts Bachelors’ Degree. She passed the Paralegal Advanced Competency Exam in 2016. Cheri is an active member of the Indiana Paralegal Association, co-chairing the Non-Traditional Paralegal section and the Indy Bar Paralegal Executive Committee. Prior to joining IEERB, she worked as a paralegal for Klipsch Group, Inc.
