County Operated Residential Work Release Centers
IDOC offers grant funding to support county operated residential centers through the Justice Reinvestment Grant. These programs are ran and overseen by county agencies and local Advisory Boards per IC-11-12.

Death in Custody Reporting Act of 2013 (DCRA)
The Death in Custody Reporting Act of 2013 (DCRA) was enacted to address the lack of reliable data on deaths occurring during custody or incarceration, requiring states and federal agencies to report such incidents to the U.S. Attorney General on a regular basis. It became law on December 18, 2014, aiming to improve transparency and reduce custodial deaths through data analysis. Starting in 2019, The Indiana Criminal Justice Institute became responsible for collecting the data from all agencies within Indiana.
All work release agencies are expected to submit a report whenever a death occurs in custody or during the process of arrest or detention. To make this process as simple as possible, the Indiana Criminal Justice Institute (ICJI) provides an online reporting tool, which you can access here: DCRA Reporting Tool

Each report must include:
- Name, date of birth, gender, race, and ethnicity of the decedent
- The manner of death
- The law enforcement or correctional agency involved
- Date, time, and location of the death
- Examples of What to Report
Examples of What to Report
- A death that occurs on work release facility property
- A medical emergency at the facility that results in death after hospital transport
- A vehicle accident while the person is riding in a work release vehicle

- An overdose death while the individual is out on a day pass
- A death that happens at an outside workplace
- A vehicle accident involving a personal vehicle while not in custody

- For the facility type, use “Other local or state correctional facility (to include any juvenile facilities).”
- If the cause is a drug overdose, select “Other” under manner of death and enter “drug overdose” in the comments box.

Reports are due within 20 days after the end of each quarter, but you don’t have to wait—you’re encouraged to complete the form as soon as a reportable death occurs.
- Quarter 1 (Oct 1 – Dec 31): Report by Jan 20
- Quarter 4 (July 1 – Sept 30): Report by Oct 20
- Quarter 2 (Jan 1 – Mar 31): Report by April 20
- Quarter 3 (Apr 1 – June 30): Report by July 20
Additional Community Corrections Supervision Programs
The Community Corrections Division is a unit under the Indiana Department of Correction (IDOC) Re-Entry and Youth Services Division. The division provides state aid through the Community Corrections and Justice Reinvestment Funding as an annual grant under IC 11-12 and administers the Community Transition Program.
