Security Services QPA, RFP 10-30


The New Approach to Security Services

The Department of Administration (IDOA) Strategic Sourcing Division analyzed contract spend and scope definitions of various Security Services contracts around the state.  The objective of RFP 10-30 was to select a vendor that can satisfy the State’s need for armed and unarmed security guard services.  In doing so, IDOA has awarded the RFP as a split bid to Securitas Security Services and Majestic Security.  As a result of this RFP endeavor, the state shall save 9.1% over the previous segregated contracts.

General Information

QPA Purpose

  • The purpose of the QPA is to utilize the awarded vendors for the selected regions to satisfy the State’s need for armed and unarmed security guard services. This QPA will provide quality personnel and security guard services for all state agencies.
  • This QPA covers the solicitation for security guard services required by state agencies. More specifically, the QPA provides for security guard services and includes two (2) categories of services – armed security guards and unarmed security guards.

QPA Contract Management:

Vendor management and supplier performance team created to promote savings through monitoring of vendor performance and increased cooperation with state agencies.

  • Monitor contract scope: Additional work or change in the scope of the work will not occur until authorized in writing by IDOA
  • Vendor performance: Monitoring the contractor’s performance through quantitative analysis: vendor scorecards, incident reports and quarterly business reviews (QBR)

Utilizing QPA Contract(s) Initial Steps:

  • Step 1: Agency and/or other government entities to confirm need for security services.
  • Step 2: Agency and/or other government entities to identify scope for armed or unarmed officers
  • Step 3: When ready to discuss with IDOA, provide drafted scope to IDOA Security Services Vendor Management Team at: IDOASecurityServicesQPA@idoa.in.gov.

Pricing:

  • Prices will not be adjusted on services without permission of IDOA/Procurement.
  • The contract has set pricing for the requested services.
