What is an IVOSB?

An IVOSB is a business that qualifies as an Indiana Veterans Business Enterprise (IVOSB) through the State of Indiana Department of Administration (IDOA). The State of Indiana's program provides economic opportunities to qualified businesses by setting a goal for IVOSBs to achieve at least 3% of the State’s competitive purchase of goods or services.

Does the IVOSB program apply to different State of Indiana projects (public works, INDOT)?

The IVOSB program applies to State of Indiana solicitations for commodities and services, with the exception of public works projects and INDOT federal projects.

Does the IVOSB program apply to federal projects/contracts?

No, the IVOSB program does not apply to federal projects or contracts.

Can an IVOSB only be a subcontractor on state contracts?

No, with or without our certification, all entities are encouraged to bid on any solicitation that is applicable to their business.

How do I certify as an IVOSB if I am not certified with the U.S. Department of Veterans Affairs?

The state certification requires the company be at least 51% owned by a Veteran(s), who must have control over the management and day to day operations and meet one of the following:

  • Has its headquarters in the State of Indiana
  • Pays the majority of its payroll (in dollar volume) to residents of Indiana;
  • Employs Indiana residents as a majority of its employees; or
  • Makes a significant capital investment in Indiana.

What documentation is required for certification as an IVOSB?

If certifying with the State of Indiana IVOSB only:

If I am a service disabled veteran, do I need to submit my disability payment information?

No, being a service disabled veteran is not a requirement to be certified as an IVOSB.

How long does it take to be certified?

The Indiana Department of Administration will process the applications as quickly as possible, but the time frames will vary depending on office capacity workloads. It may take up to 30 days to complete.

Is there a cost to be certified as an IVOSB?

There are no fees to complete the State of Indiana IVOSB application process. The State of Indiana also does not charge any fees for businesses to register as a bidder. Please note, however, that any fees for verification of the federal VA classification are determined by the U.S. Department of Veterans Affairs.

How often do I need to renew my certification?

U.S. Department of Veteran Affairs Option: The renewal period is determined by the U.S. Department of Veterans Affairs. Currently, the certification period is two (2) years.**

State of Indiana IVOSB Program Option: IVOSBs will need to recertify or renew their IVOSB certification every two (2) years with the State of Indiana by submitting a completed Affidavit of Continued Eligibility.

** Remember renewing through VetBiz is not enough to renew the IVOSB certification. Submission of a completed Affidavit of Continued Eligibility is required.

Where can I get a list of IVOSBs?

Search for Indiana Veteran Business Enterprises by using the Veteran Small Business Certification (VetCert) and the State of Indiana Certification Directory. Currently, you will need to verify in both locations.

Where do I track my IVOSB subcontractor spend?

IVOSB subcontractor spend must be tracked in IDOA’s Pay Audit System.
