Mare Incentive Program Guidelines

The Indiana Thoroughbred Breed Development Program has renewed the Mare Incentive Program for the 2023 foaling season and thereafter. For details of previous year's programs, see below:

Mare Incentive Program Guidelines for 2023 Foaling Season & Beyond
The Indiana Thoroughbred Breed Development Program is offering up to $2,000 in incentives for new mares foaling in the state during 2023 and thereafter.

For Mares In Foal Purchased at Public Auction

To be eligible for the $1,000 incentive, the buyer must:

  • Purchase a mare in foal at a public auction between the dates of July 2022, and March 1, 2023, at a minimum purchase price of $2,500, and annually thereafter.
  • Submit documentation of purchase with Indiana registration.
  • Verify that the mare has not been previously registered in the Indiana Thoroughbred Breed Development Program as a foaling mare.
  • Submit a mare registration with the Indiana Horse Racing Commission prior to foaling.
  • The mare must foal in Indiana, and reside in the state for thirty days after foaling, if applicable.
  • Fulfill breed back requirements, if applicable.
  • Register foal with the Indiana Horse Racing Commission.

Incentive payment will be issued once the applicable foal has been registered with the program and eligibility is verified.

For an additional $1,000 incentive, the owner must:

  • Breed the purchased mare back to an Indiana Sire registered with the IHRC for the breeding season during foaling.
  • Submit a mare application with the Indiana Horse Racing Commission prior to foaling.
  • Return the mare to Indiana to foal the following year.
  • Comply with all requirements of registration.
  • Register foal with the Indiana Horse Racing Commission.

Incentive payments will be issued once the foal is registered with the program and eligibility is verified.

For Open Mares Purchased at Public Auction
To be eligible for the $1,000 incentive, the buyer must:

  • Purchase an open mare at a public auction between the dates of July 1, 2021 and March 1, 2023 at a minimum purchase price of $2,500 or annually thereafter.
  • Submit documentation of purchase with Indiana registration.
  • Verify that the mare has not been previously registered in the Indiana Thoroughbred Breed Development Program as a foaling mare.
  • Breed the purchased mare to an Indiana Sire registered with the IHRC for the breeding season following the purchase.
  • Submit a mare application with the Indiana Horse Racing Commission prior to foaling.
  • Return the mare to Indiana to foal the following year.
  • Comply with all requirements of registration.
  • Register foal with the Indiana Horse Racing Commission.

Incentive payment will be issued once the foal has been registered with the program and eligibility is verified.
