Due to the COVID-19 government requirements, the State of Indiana public offices remain closed to foot traffic.  However, in an effort to continue to serve our horse racing participates while at the same time aid in the safety and health of our employees and visiting public, the Indiana Horse Racing Commission has chosen to implement the following process at both of our racetrack licensing offices. Masks are required to access any racetrack office. Furthermore, to ensure proper social distancing the racetrack licensing offices are open, but with limited public access.  If you’re visiting the licensing office, please note our office lobby area is limited to an occupancy of 3 individuals at a time.  Due to lobby limited access, you must have your application completed prior to your arrival.  Should you not have a completed application, you will be asked to take an application and come back when completed.

IHRC staff are also available via phone or e-mail during regularly scheduled hours. Racing participants seeking licensing information, questions or forms can do so utilizing phone, fax or email. Our offices will continue to process licenses, however, due to limited office access, you are strongly encouraged to apply for a license using one of the three processes described below:

1  Apply and pay for your license utilizing the commission’s online application process;

2  Those unable to utilize the online process, may choose to download a paper application from our website at https://www.in.gov/hrc/licensing/ 

a.  You may choose to scan and email (or fax) your completed application to INHorseracing@hrc.in.gov or if faxing, to the appropriate license office fax number noted below.  Upon our receipt of your application, an IHRC staff member will contact you regarding payment options; or

b.  You can mail via US postal service to the appropriate licensing office address noted below with your payment included.

3  Paper applications will be available outside of each license office should you drive to the office to apply or not   have the ability to download or print an application.  Your completed application may be submitted in the following manner:

a.  Mailed to our office via US postal service with payment enclosed. 

b.  By submitting a paper application electronically utilizing process #2 above.

c.  By utilizing designated drop box which can be found outside of each license office location.

d.  By visiting one of our licensing office locations in person. Be mindful of the limited access and social distancing requirements which can result in significant wait times, so please plan accordingly.

Applications without payment will be placed on hold until payment is received. 

Please Note:

Submitted applications with payment will be processed in the order received and could take up to 3 business days to complete depending on submission date; possibly longer if additional information is required.
