Providers can support our regulatory reform efforts

Reducing administrative barriers while maintaining health and safety

Indiana’s Office of Early Childhood and Out-of-School Learning and its partners at the Indiana Department of Education and Early Learning Advisory Committee are focused on strengthening the early care and education regulatory environment in ways that:

  • Reduce unnecessary administrative burden,
  • Maintain strong health and safety standards, and
  • Support provider sustainability and stable access to care for families.

Engage Providers to Help Inform Regulatory Change

Indiana’s To help inform regulatory improvements, OECOSL solicits input from a diverse and representative group of early childhood education providers across Indiana’s birth-to-5 mixed delivery system. OECOSL has convened providers from different settings and communities to review the current regulatory structure and share practical recommendations that better support providers and families.
Through public surveys, webinars, feedback received at our Quarterly Financial Reporting meetings, and questions received via email, OECOSL gathers provider perspectives on what works well, what creates unnecessary administrative burden, and where requirements can be clearer and easier to navigate—all while we continue to prioritize children’s health and safety. This input is helping the State identify opportunities to strengthen the regulatory environment in ways that improve accessibility, consistency, and sustainability for the early care and education field.

Regulatory Reform Happening Now

OECOSL is now working through the early stages of regulatory review and development, including internal drafting and legal review. The focus of this work is to streamline and modernize compliance structures so expectations are clearer, processes are more consistent, and providers can spend more time focused on children and not paperwork.

As this work moves forward, OECOSL is prioritizing improvements that:

  • -Reduce duplicative or confusing requirements across programs,
  • -Improve the clarity and usability of provider resources, and
  • -Support provider sustainability so more families can access quality care.
  • OECOSL will share updates as they become available, including information about opportunities for public input.
