In her role as General Counsel, Emily directs the Department’s active legislative agenda, engaging with legislators throughout the year, and providing resources related to all of its divisions. During the legislative session, she shepherds Department legislation through each step of the process. Throughout the year, she provides oversight of all Department legal issues and advises local units of government on the implementation of new legislation as well as other topics.

Dedicated to state government service, Emily previously served as a Deputy General Counsel at the Department, and as Deputy Attorney General in the Advisory Division of the Attorney General’s Office. There, she reviewed contracts, provided legal advice to boards, commissions, and state agencies, and conducted administrative rule reviews. She has also served as a guardian ad litem for children in need for many years, after graduating from IU McKinney School of Law with her juris doctorate. She holds a B.A. from Butler University. Additionally, she completed the Indiana Bar Association’s Leadership Development program, after having been nominated and selected for this leadership development initiative.  Emily is also an Indiana certified Level II Assessor-Appraiser.
