Before Governor Eric J. Holcomb appointed Daniel as the Commissioner of the Department of Local Government Finance (DLGF), he served as the Chief Legal Officer of the Indiana Bureau of Motor Vehicles (BMV), and the Chief of Staff and General Counsel at DLGF.

Daniel joined the Indiana BMV in October 2020 as the Chief Legal Officer and ethics officer. He was responsible for leading the legal operations of the agency including providing legal advice to the Commissioner and the BMV’s lines of business, administrative adjudication, contract drafting, public records, management of litigation matters, and administrative rule making. Daniel also led the Fraud and Security Enforcement Division of the BMV and oversaw public policy and legislative efforts.

Previously, Daniel was the Chief of Staff and General Counsel for DLGF. He both led the legal division and provided operational management for DLGF’s work overseeing real and personal property assessment in the State of Indiana and yearly certification of budgets for all political subdivisions. Before his time at DLGF, Daniel was Chief Counsel for the Advisory Division of the Indiana Office of Attorney General under former Attorney General Greg Zoeller. In his capacity as Chief Counsel, he guided internal general counsel efforts and directed the Office’s work relating to advisory counsel, advisory opinions, administrative rules, public records, and administrative adjudication for state governmental clients including the Governor’s Office, legislature, and executive agencies. Previous to his roles in State government, Daniel was the Managing Partner of a small Indianapolis law firm and worked in multiple management rolls for the City of Indianapolis under former Mayor Greg Ballard.

Daniel received his Juris Doctorate from Oklahoma City University School of Law in 2008 and is licensed to practice law in Indiana and Kansas. He is also a 2001 graduate of Indiana University – Bloomington where he earned a Bachelor of Arts degree in political science. Daniel is a former Captain in the United States Army and recipient of the Bronze Star Medal for actions taken during Operation Iraqi Freedom. Daniel was born and raised on the northside of Indianapolis where he currently resides with his wife and daughter.
