Stormwater Permits for Construction

Construction sites are a potential source of pollution in storm water runoff. Federal, State and Local storm water permitting regulations are designed to reduce pollutants and run-off volumes coming from construction sites where clearing, grading, excavation and other land-disturbing activities occur. All construction project owners should apply for a storm water permit. Use the links below to determine the permit type for your project.

Permit applications and associated documents are managed through an online permitting system-operation MS4. If you wish to apply for a permit, use the link below to get started.

  • Select the location for your project from the list at left on the home page:
    Howard County or City Of Kokomo
  • First time users must register with the system.
  • Registered users may login to the system to apply for a permit, upload plans, or check the status of an application.

NOTE: Please allow adequate time for plan review and approval. A period of 28 days is allowed by ordinance for plan review and approval beginning from the date of receipt of a complete permit application.
Exempt & Packet A permits: ready within 48 hours of complete application.
Packet A permit is a residential: Declaration of Responsibility.
Packet B permits: We make every effort to return a plan review decision within 7 working days of receipt of the complete permit application. If there are problems or corrections needed for the plan, the review period may be extended.
