SPD Strategic Objectives for 2007-2008

  • Complete centralization of agency human resource departments by December 31, 2008. Our goal is to serve approximately 80% of state employees at completion.

    Performance Measure: percentage of State employees served by SPD.

  • Develop and implement a thorough management development program which will be made available to all managers and senior managers in state government Our vision is that we would ultimately offer a series of courses through which managers would progress to increasingly hone their skills.

    Performance Measure: percentage of managers who successfully complete at least 4 hours of management development training.

  • Continue to drive adoption of the new performance management system by additional education and consultation.

    Performance Measure: percentage of managers and supervisors who complete the three new modules of performance management training.

  • Fix the PeopleSoft HR problems and inefficiencies that hinder SPD operations on a weekly basis, particularly with respect to benefits eligibility data feeds to our benefit carriers. Once accomplished, then implement the following PeopleSoft HR modules across state government in order to facilitate efficient utilization of agency resources with respect to workforce administration:
    • E performance
    • Competency management
    • E development
    • Enterprise learning management
    • Self-service

    Performance Measure: under development

  • Rein in the cost of health insurance by holding claim cost flat during this budget cycle by driving participation in the One Care Street health improvement program so that by December 31, 2008, 75% of all employees are participating.

    Performance Measure: percentage of employees participating in the One Care Street Program.

  • In partnership with the State Budget Agency develop and implement a plan to bring state employee salaries more in line with market pay.

    Performance Measure: under development

  • Communicate with employees through electronic means and achieve coverage of at least 80% of all employees.

    As described above, today at least 40% of State employees do not have computers at work and achieving meaningful communication with those employees is a challenge. We believe many of these employees have access to electronic communication at home and we plan to begin capturing home email addresses as our first step down this path. Ultimately, working with the Office of Technology we will also examine onsite alternatives such as computer kiosks and video streaming centers. After exploring and evaluating all alternatives we will implement the most cost effective solution to enable us to consistently reach at least 80% of all employees.
