Criminal Background Check Information
If you do not have access to the internet, you may call IdentoGo toll-free at (877) 472-6917 to schedule an appointment. You will be required to provide the Service Code data in order to schedule an appointment.
- General Information
Pursuant to IC 25-1-1.1-4, an individual applying for an initial license or certificate for certain license types shall submit to a national criminal history background check at the cost of the individual. IPLA does not conduct or administer the criminal background checks at our location and cannot assist you with expediting the process.
WARNING: A criminal background check (CBC) must be submitted after the application for licensure is submitted to the Professional Licensing Agency.
An applicant will receive an email from PLA with the official date the application was received with their specific service code. Fingerprints must be submitted on or after the date the application was received for the CBC to be considered valid and timely. CBCs conducted prior to the application received date with a confirmation receipt, will not be considered and the applicant will be required to complete a new CBC.
Applicant Notification and Record Challenge: Your fingerprints will be used to check the criminal history records of the FBI. You have the opportunity to complete or challenge the accuracy of the information contained in the FBI identification record. The procedure for obtaining a change, correction, or updating an FBI identification record are set forth in Title 28, CFR, 16.34.
*Criminal history background checks are not required for renewal or reinstatement applications.

Scheduling Instructions for your Digital Fingerprinting Appointment
After you receive the 'Indiana Licensure Application Received' email with your Service Code you must schedule your Digital Fingerprinting Appointment with the below instructions.
- Go to https://in.state.identogo.com/
- Select Schedule a New Appointment
- Enter the Service Code provided to you from the 'Indiana Licensure Application Received' email
- If you cannot locate your Service Code, please see the list of Service Codes and locate your specific License Type you have Applied for in Indiana
- On the popup window, you will see the corresponding license type for the Service Code you entered. If correct, select Continue. If incorrect, select Cancel and confirm your Service Code entry and try again.
- Acknowledgements/Releases:
- Read the Warning reminding you that you must have your application on file prior to proceeding with the CBC process. You must Agree to proceed by selecting the I agree box and select the Go button
- Read the Authorization including the Applicant Privacy Rights and Privacy Act Statement. You must Agree to proceed by selecting the I agree and affirm box and select the Go button
- Enter the Applicants personal/home Zip Code OR you may search by Region
- Review the list of locations and select the Schedule button for the location you choose
- Select the time and select the Continue button
- Complete the Applicant Information and select the Go button *Required fields are indicated by a red asterisk.
- Information Verification: Review your Applicant Information and select the Go button
- Select your Payment Method and select the Go button
- Enter your Payment Information
- Print your confirmation page. If you provided an email address, you will receive an email confirmation as well.
On the Date of your Scheduled Digital Fingerprinting Appointment
- Bring one of the following with you:
- Valid Driver License;
- Valid State Issued Identification Card; or
- Valid Passport
- If you do not have the above identification, you will need both a valid birth certificate and a social security card.
- Arrive at the IdentoGO site selected for your appointment at your appointed date and time.
- An Enrollment Agent at the site will check your Valid Photo ID, verify your demographic information with you, capture your digital fingerprints, and then submit your data in real time to the Indiana State Police for processing.
- All results will be processed by Indiana State Police and the FBI with the results being electronically transmitted to the Indiana Professional Licensing Agency as the official Requesting Agency.
- Please note the following:
- IdentoGO is never in possession of criminal record data results.
- Results using the above specific instructions will only be electronically transmitted* to the Indiana Professional Licensing Agency. Failure to follow these instructions may result in invalid CBC results being sent to the wrong location at the fault of the applicant and you will be required to complete the process again, incurring additional fees.
- Applicants under 18 years of age will NOT have their results electronically transmitted to the Indiana Professional Licensing Agency. The results will be mailed to the applicant's address after their Digital Fingerprinting Appointment to the address on file with IdentoGO/Confirmation Page. Those results then must be uploaded to your MyLicense One account.
- Please note the following:
*Private Investigator/Security Guard applicant results will not be transmitted electronically to IPLA. These results will be send directly to the applicant's mailing address on file with IdentoGo.
- Out of State Criminal Background Check Instructions
Instructions for Out-of-State Applicants
Applicants Applying for Licensure through the Indiana Professional Licensing Agency and that reside outside the State of Indiana may use IdentoGO Out of State Card Scan Processing Program.
This program utilizes advanced scanning technology to convert a traditional fingerprint card (hard card) into an electronic fingerprint record. Converting a “hard card” into an electronic record enables an applicant to have their fingerprint record processed as quickly as if they had traveled to an electronic fingerprint processing location within the State of Indiana. The section below details the procedures for submitting fingerprints to the Card Scan Processing Unit.
- Go to https://in.state.identogo.com/
- Select Schedule a New Appointment
- Enter the Service Code provided to you from the 'Indiana Licensure Application Received' email
- If you cannot locate your Service Code, please see the list of Service Codes and locate your specific License Type you have Applied for in Indiana
- On the popup window, you will see the corresponding license type for the Service Code you entered. If correct, select Continue. If incorrect, select Cancel and confirm your Service Code entry and try again.
- Acknowledgements/Releases:
- Read the Warning reminding you that you must have your application on file prior to proceeding with the CBC process. You must Agree to proceed by selecting the I agree box and select the Go button
- Read the Authorization including the Applicant Privacy Rights and Privacy Act Statement. You must Agree to proceed by selecting the I agree and affirm box and select the Go button
- Select the 'Pay for Ink Card Submission' button
- On the popup window, you are notified that you will be asked to send in a fingerprint card to IdentoGO after making payment arrangements.
- Fingerprint Card Submissions: You are being reminded again, that you have selected the Pay for Ink Card Submission and you will be asked to send in a fingerprint card to IdentoGO and to CONFIRM that you are eligible. You must select YES to proceed.
- Complete the Applicant Information and select the Go button *Required fields are indicated by a red asterisk.
- Information Verification: Review your Applicant Information and select the Go button
- Select your Payment Method and select the Go button
- Enter your Payment Information
- Print your confirmation page as you will be required to send a copy of this confirmation page with your completed hard card. If you provided an email address during the registration, you will receive an email confirmation as well.
Next Steps for the Fingerprint Hard Card:
- Fingerprints must be submitted on standard FBI applicant cards (FD-258); use of other types of fingerprint cards may delay your processing.
- Fingerprint cards are not automatically sent to the applicant.
- If your local law enforcement agency cannot provide the FBI fingerprint cards, you may Contact PLA to the appropriate licensing board requesting the FBI Fingerprint Hard Card to be mailed to you.
- Due to agency specific information, IdentoGO does not provide fingerprint cards to applicants.
- Applicants should obtain a set of fingerprints from a local law enforcement agency or other entity that provides fingerprinting services. These fingerprint cards may be either traditional ink rolled fingerprints or electronically captured and printed fingerprint cards.
- Applicants need to make sure the following information is completed on the fingerprint card.
- Required information includes: Full name, Date of Birth, and Address.
- If paying by Business Check or Money Order, include the full name of the applicant on each check or money order. If one Business Check or Money Order is being used as payment for more than one applicant, please include a list of all applicant names covered by the check. Personal checks are not accepted.
- Business Checks and Money Orders must be made payable to IDEMIA
- The fingerprint card along with the Registration Confirmation page and the appropriate fee, if not paid by Credit Card or eCheck during the registration process, should then be sent to the following address (for tracking & security reasons, it is recommended that a shipping method with tracking service be utilized):

- Private Investigator Firm and Security Guard Agency Applicants
A criminal history background check is required for a private investigator and security guard license in Indiana pursuant to Indiana law. The information submitted with this application and the criminal history report itself are confidential. The criminal history report is used solely by the Indiana Professional Licensing Agency as a condition precedent for licensure. Neither the application nor the criminal history report is accessible through or by a public records request except as otherwise provided by law. All applicants are required to submit background checks from every state, county, and city of residence from the past seven (7) years. Please contact the State Police and local jurisdictions for instructions on how to obtain the background checks as the process and requirements vary from state to state and city to city. Background checks from third-party institutions will not be accepted. It is the responsibility of the applicant to submit the original documentation to the Indiana Professional Licensing Agency for inclusion in the application.
To obtain your Indiana State Police Criminal Background Check, please follow the instructions for either In-State or Out-of-State Applicants above.
The Indiana State Police report will be sent directly to you upon completion. An electronic copy WILL NOT be transmitted to our agency. It is the responsibility of the applicant to upload the original Indiana State Police report to their MyLicense One account.

Limited Criminal History
Only if required, (please refer to your application instructions on your Profession page), a limited criminal history background check may be obtained from the Indiana State Police. - Fingerprint Rejections
General Information on Rejections
Fingerprint rejections may lead to delay. The most likely causes for rejection are fingerprint clarity and/or poor fingerprint image quality. This problem occurs with approximately 1%-5% of the general population. Additional reasons may include the prolonged use of hand sanitizer and the wearing of latex gloves. The rejections may occur at different levels, including at the State level or the FBI level. Rejections cannot be processed until a new fingerprint submission is successful.
Should your electronically transmitted fingerprints be rejected, you will be sent an automated notice entitled 'INkless REPRINT NOTICE for NAME' with specific instructions on how to schedule a new appointment. It is imperative that you follow those instructions and you must include your previously assign TCR Number provided in the rejection letter. Instructions from the Indiana State Police will state the following:
To schedule a reprint appointment the only information needed is the TCR Number (provided in the Reprint/Rejection Email) and date, time, and location the applicant wishes to reprint. A new registration should not be started. There is no additional charge to have a reprint appointment completed. If the applicant begins a new registration instead of the reprint, there is an additional cost that will be passed on to the applicant and will cause additional delays in the processing time as well as additional printing attempts will be necessary for the applicant.
Reprinting Instructions for Rejected Fingerprints
After you have received your Reprint/Rejection Email:
- Go to https://in.state.identogo.com/
- Select Transaction Control Referral under the For Fingerprint Rejection Notices
- Enter your TCR Number and select the Search button
- Select the location where the reprint appointment will be scheduled. Selection may be made by entering a zip code, clicking on the picture of the map or choosing a region of the state from the drop down box. Once the location has been chosen, click "Go".
- Choose your preferred location and desired date for reprinting and click on the words "Click to Schedule". If a date further into the future is desired, click the "Next Week" link. Once the location/date combination is found, select the time for the appointment and click "Go"
- Print or write down the confirmation number, appointment time, and place. Please make sure that you arrive at your scheduled reprint appointment and location on time.
If you are unable to schedule your reprinting via the internet, the reprint appointment may be scheduled by calling IdentoGo scheduling center at (877) 472-6917 between 8:00 am and 5:00 pm., Monday through Friday (Eastern Time). When calling, please inform the Customer Service Representative at IdentoGo that this is for a reprinting and give the representative the TCR Number located in your Reprint/Rejection Notice.
IPLA does not conduct or administer the criminal background checks and cannot assist you with expediting the process.
- Failure to Disclose
At the time of application, every applicant is presented with a set of legal questions regarding their potential for disclosing any criminal history as a response to those questions with supporting documentation. Failure to provide that information at the time of application may delay your application should your Criminal Background Check results electronically transmitted to PLA result in confidential information which cannot be made public that was not previously disclosed.
Should you receive the notification from PLA regarding your results revealing confidential information, you will receive a notification indicating the following:
As a result of this record, the Agency requests that you please provide additional information including, but not limited to, a written statement in your own words describing the incident in detail, the outcome, court documents (including chronological case summary (CCS)), dismissal orders, police reports, or sworn affidavits. Letters from attorneys are not accepted in lieu of your sworn response.
You will be required to upload the additional documentation requested in your MyLicense One account using the Upload Additional Documentation action item from your Submitted Application Activity.
After the requested documentation is received by PLA, your licensure application will be reviewed. Upon review, the board/committee/commission may do one of the following:
- approve your application,
- request additional documentation or
- request that you appear in person to explain your criminal history to the IPLA board during a public meeting.
A criminal history may only be disclosed at a public hearing if the following requirements are met:
- the hearing is based on a formally established requirement;
- the applicant is aware prior to the hearing that his or her criminal history record information (CHRI) may be disclosed;
- the applicant is not prohibited from being present at the hearing; and
- the applicant is given the opportunity to withdraw from the application process.
- If the applicant withdraws from the process, the applicant’s CHRI may not be disclosed during the hearing.
The failure to provide the requested documentation may result in a request for you to personally appear before the board/committee/commission to explain your criminal history. A failure to personally appear, if requested, may result in your application being denied.
- How to Obtain a Copy of Your Results
The Indiana Professional Licensing Agency cannot release any criminal background check information and/or documentation received. To receive information regarding how to request a copy of your criminal background check results, contact the Indiana State Police at CriminalHistory@isp.in.gov.
