Heather Willis Neal
Indiana Public Access Counselor

As Indiana's Public Access Counselor, Heather Willis Neal is responsible for training and educating members of the public and public officials and employees regarding public access laws. In addition, she issues informal and formal opinions to interpret Indiana's public access laws. Prior to her July 1, 2007 appointment by Governor Daniels, Neal served in the Indiana Secretary of State's Office under both Sue Anne Gilroy and Todd Rokita, becoming quite familiar with Indiana's public access laws. She most recently worked as Executive Director of a non-profit organization.

Neal obtained her undergraduate degree from Franklin College and her law degree from Indiana University School of Law – Indianapolis. Neal is an active volunteer, having served on the local organizing committee for several sporting events held in Indianapolis and having served in several leadership positions for the Junior League of Indianapolis. She resides in Indianapolis with her husband and daughter.
