On March 19, 2014, the IURC opened an investigation into Citizens Energy Group "including the billing practices and compliance with approved rules and regulations."

The investigation is pending as Cause No. 44462. On June 12, 2014, the IURC released its final issues list (8 pages) for the case.

Citizens Energy Group filed its testimony in the case on July 21, 2014:

The OUCC filed testimony (246 pages) on August 12, 2014, recommending that Citizens:

  • Not be allowed to seek reimbursement for $2.54 million in low-income assistance funds that were erroneously paid to water, sewer or Utility Shield customers.
  • Contribute $2.54 million in the upcoming winter heating season to low-income customer gas bills, in addition to the normal funding the utility is required to contribute to the Universal Service Program fund.
  • No longer promote the Utility Shield line protection product with the utility's name or logo.

Citizens filed its rebuttal on August 26, 2014.

A request for a public field hearing is pending before the IURC.

An IURC technical conference is scheduled for September 23, 2014 at 9:30 a.m. in Room 222 of the PNC Center (101 W. Washington St. in Indianapolis). A request for a public field hearing in this case is pending before the Commission.
