New base rates for Citizens Thermal Energy, which provides steam utility service in downtown Indianapolis, were approved in a May 21, 2014 IURC order.

The order allows Citizens to increase the steam utility's annual base rate revenues by approximately $7.59 million. Citizens had requested an increase of $8.53 million, with the OUCC recommending limiting the increase to about $7.47 million.
