DBE News

  • Short Term Lending Program
    (From the Office of Small and Disadvantaged Business Utilization)

    Currently certified DBE companies who wish to make changes to or add to their certification must do so in writing. Changes include DBE companies wishing to add additional DBE codes or ACDBE to their certification. Requests can be sent via e-mail to rwalters@indot.in.gov or regular mail to:

  • DBE Goal request for RFPs involving Federal money:

    To obtain a DBE Goal, send an email to rwalters@indot.in.gov with the answers to the following questions and an attachment of the RFP (if possible). Please use the subject line "DBE Goal Request". If you have any questions regarding this process, please contact Rebecca Walters at (317)-233-6511.

    1. Brief description of the project
    2. Location of the project
    3. DES Number (if available)
    4. Total project cost
    5. Estimated professional fees
    6. Describe any sub-consulting opportunities that are typically available
      to the type of professional services involved.

Qualifications for DBE Certification

To qualify as a Disadvantaged Business Enterprise, a firm must be:

  • At least 51% owned by socially and economically disadvantaged individuals who:
    • Are US citizens or permanent residents.
    • Possess expertise in the field.
    • Control the daily business operations.
    • Have a personal new worth less than $750,000 (excluding the value of their
      primary residence and assests of the firm applying for DBE certification).

    The following groups are presumed by law to be socially and economically disadvantaged:

    • Black Americans
    • Hispanic Americans
    • Native Americans
    • Asian-Pacific Americans
    • Subcontinent Asian Americans
    • Women

    A small business as defined by the Small Business Administration (SBA) which means:

    • The firm's average annual gross receipts may not exceed Small Business
      Administration size standards.
    • In any case a firm's gross receipts may not exceed a $20,410,000 average
      over the previous three fiscal years.
