Q. What are the licensing requirements for a Resident agent to sell long term care?
A. Producers must hold either an Accident & Health or Life, Accident & Health license to sell LTC insurance. Before marketing, selling, or soliciting any LTC products including LTC riders, all producers must:
1) Complete a single 8 hour basic LTC course. The course may be self-study or online.
2) After completing the initial 8 hour course, a minimum of 5 hours of continuing education (CE) in long term care must be completed in each license renewal period. The 5 hours requirement can be any combination of 5 hours and is not required to be a single 5 hour class. Courses can be in-classroom, self-study or online.
3) Failure to complete the 5 hours requirement in any license renewal period would require the completion of an 8 hour basic LTC course again.
Partnership Policies
To sell Indiana Partnership LTC policies, a producer must comply with the above requirements and complete the 7 hour Indiana specific Partnership LTC course. This course is a one-time course and can be taken in-classroom or as an interactive webinar. The course is not available as self-study.
1) The Partnership CE course must be the 7 hour course specific to Indiana LTC Partnership.
2) Additional Partnership CE courses are not required, but can be beneficial. If the health insurance license lapses, Partnership recertification would be required.
3) Verify with the CE provider before taking the course that it qualifies for Indiana LTC Partnership.
Q. Does another state’s Partnership CE course or the NAIC approved 4 hour Partnership course satisfy Indiana’s Partnership CE requirement?
A. No. As one of the 4 “original” Partnership states, Indiana’s Partnership/Medicaid program is different than other states. The 7 hour Indiana Partnership CE course is specific to Indiana’s program.
Q. What are the licensing requirements for a Non-Resident agent to sell long term care?
A. A Non-Resident agent must hold an Indiana non-resident health license and be compliant with his home state’s LTC requirements if Indiana has reciprocity with that state. The 7 hour IN Partnership CE requirement DOES apply to Non-Resident agents and is NOT waived.
Q. Where can I find a record of my CE credits?
A. An agent is required to keep copies of original CE certificates. The DOI does not keep copies of certificates. Insurance companies will request copies of LTC CE certificates when agents submit applications or are appointed. Starting January 1, 2007, CE providers were required to post CE courses completed on the SIRCON database.
Q. Will LTC CE credits count toward my CE requirements for my license?
A. Yes.
Q. Does the CE carryover provision apply to LTC?
A. No.
Q. What are the requirements to sell a LTC rider?
A. The same licensing and LTC certifications apply to a LTC rider. An agent must have a health license and be LTC certified.
